The first scenario will be by sectors identified by the Humphrey Fellows. The sectors are:

 Finance
 Governance, democracy and civic engagement, ethics
 Health
 Human rights
 Law and justice

The second scenario will be by geographic regions identified by the Humphrey Fellows. The regions are:

 East Asia
 Europe and Central Asia
 Latin American and Caribbean
 Middle East and Northern Africa
 North America
 South and Southeast Asia
 Sub Saharan Africa
