New Hire in CLA Payroll

Gelane Firisa joined CLA Fiscal Administration's Payroll Office as a Payroll Specialist on February 25th. Gelane comes to CLA from Health Sciences Libraries Administration where she worked as a Principal Accounts Specialist for the past five and a half years.

Course Fees and Other Student Fees for FY09 Budget Planning

As part of the budget and planning process, the Office of Budget and Finance directs all colleges to report all college course and incidental fees charged to students in our units. Instructions for this process were included in the CLA budget instructions.

All FY09 rates and fees need to be updated by March 3, 2008.

In anticipation of the new financial system with a new Chart of Accounts structure, it is especially important this year to cleanup of old accounts from CUFS prior to the creation of the FY09 budget prep tables.

Please review your current chart of accounts and identify any fiscal year, non-sponsored orgs and sub-orgs that should be deleted. Prepare an NBUB request to delete the account in FFN and submit it through the approval chain to Peggy Buckley in CLA Fiscal Administration for approval by the end of the day on Wednesday, March 5th.

To ensure selected orgs will be deleted, departments need to follow the requirements found in the "Process for FY09 Organization (ORG) Deletion" document from the Controller's Office. This document can be found at the top of the "Quick Links" section on fiscal administration webpage (http://www.cla.umn.edu/intranet/fiscal/)

Student Pay Increases

At the February 28th joint meeting, CLA HR would like to discuss the typical processes for implementing compensation pay plans. In particular, we are interested in hearing about the application of grad and undergrad pay increases in your unit. 

All graduate students who teach during Summer Session are appointed as graduate student employees with a job classification that does not carry tuition benefits.

In some cases students may need to enroll in a class offered during summer that is related to their graduate studies. CLA will fund tuition benefits for those students. 

Graduate teaching assistant appointments for CLA May term 2008 and Summer term 2008 courses are eligible. These students are automatically appointed under the 9575 job classification in summer session (non-tuition-bearing type). Research Assistants, Administrative Assistants or other types of non-instructional appointments outside of the 9575 appointment classification are not eligible.

Funding is available primarily for students enrolled in CLA graduate programs.

The firm deadline for submitting requests is April 25, 2008.

Blanket Requisitions - Term Faculty & P/A Instructional Appointments

Blanket requisitions for term faculty and instructional p/a staff positions must be
refreshed annually. Appointments of term faculty and/or instructional p/a staff for academic year 2008-09 (fall semester 08, spring semester 09, May session 09, summer session 09) must be made on a requisition created for 2008-09. Units anticipating such appointments during 2008-09 should begin preparing blanket requisitions at this time. Dates covered by the blanket should be specified within the requisition.

Blanket requisitions for 2007/08 should remain open until 30 June 2008 to ensure that appointments for the remainder of spring semester 08, May session 08, and summer session 08 can be made when the need arises.

The term faculty series job code (#9902) covers visiting, contract, adjunct, and temporary faculty appointments at the ranks of professor, associate professor, assistant professor, and instructor. The instructional (non-faculty) teaching series job code (#9903) includes the P&A classifications teaching specialist, senior teaching specialist, lecturer, and senior lecturer.

Position Managenent - UM Report

Are you aware of the additional UM Report available to provide you with an easy to use Position Management listing?

Two months ago a Position List Report was added to the HR reports library in UM Reports. If you have not yet used this new web report, you will be interested to know the Position Management Position List report provides a roster of all positions for a given department. The report shows current, active position information and incumbent job information. It also indicates to whom the position reports (by name, title and position number.) The report can be sorted by Position Number, Jobcode, Paygroup, or "Reports To" position, depending on your preference.

We anticipate the new Position List report will be useful in numerous ways, including:

  • Gather information about positions within a department or use as a quick reference for Position Number when preparing an Requisition for posting
  • Review headcounts and vacancies with a department
  • Compare differences between position and incumbent data
  • Identify positions in a department by jobcodes, paygroups, or reports-to positions

AFSCME's Annual Day On the Hill

AFSCME's Annual Day on the Hill will take place April 2, 2008. This is an event where AFSCME members jointly visit the legislature in order to lobby for more money, or fewer budget cuts, for the University of Minnesota.

The University supports AFSCME in this effort of emphasizing the University's importance to the state of Minnesota. Therefore, the University has agreed to allow AFSCME Union members to participate in the "Day on the Hill" activities without loss of pay.

Supervisors of AFSCME employees are encouraged to work with their interested AFSCME employees to arrange for maximum participation in this day's events. Participating AFSCME employees shall be allowed time off with pay that is not subtracted from vacation, sick leave, or compensatory time balances. The expectation is that employees interested in attending the event contact their supervisors ahead of time so the appropriate staffing arrangement can be made in the department.

Again, the University supports this activity. Please work with your employees to attempt to allow interested employees to participate. If you have question about the University´s position on this event, please contact your HR Consultant.

Student Pay Increases

At the February 28th joint meeting, CLA HR would like to discuss the typical processes for implementing compensation pay plans. In particular, we are interested in hearing about the application of grad and undergrad pay increases in your unit.

Below is the information from last year's salary memo. Please read before the meeting and come prepared to talk with us about what has and has not worked in this process.

FY08 Graduate Assistant Increases: Compensation for all graduate student employees is part of the University's and the college's compensation policies and procedures. The policies and procedures apply to all graduate assistants regardless of the fund source(s) from which a graduate assistant is paid. According to these policies and procedures, the college and local units are responsible for identifying a 3.25% pool of funds to support increases to graduate assistant salaries for all those paid above the base and for those paid from non-centrally allocated funds.

Criteria for merit increase: Increases in rates for continuing graduate assistants should be made on the basis of criteria established in your unit. Individual performance should be a major determinant, but other criteria may be considered as well.
FY)* Undergraduate Research and Teaching Assistant Increases: Units may choose to offer a recurring across-the-board increase of 3.25% to Undergraduate Research and Teaching Assistants.

Criteria for merit increase: It is the responsibility of the unit/department to establish written rationale and consistent criteria for different pay rates. Units/departments may assign a rate of pay that differs from the stated hourly rates after considering criteria such as the nature/complexity of the duties assigned; level of responsibility assigned; the individual's related work and academic experience; academic progress and excellence; quality, and/or quantity of work.

Technology Grant Reimbursements

To request a reimbursement for a technology grant, please go to the student technology fee website, and follow the instructions:

  • Click on Faculty & Staff on the left navigation menu.
  • Click on "Log In" on the expended Faculty & Staff navigation menu (also on the left).
  • You will enter your UMN Internet ID (x.500) and password.
  • You will then see an option labeled "Unit Proposals," also on the left. Click on that link.
  • You should see a listing of proposals that have been submitted by folks within the unit(s) you support.
  • You will see an dollar sign icon in the far right column.
  • Click on the dollar sign, in the row associated with the project.
  • Complete the reimbursement request form, upload digital documentation or campus mail, and fax your documentation to CLA-OIT.

This triggers a work flow process between CLA-Office of Information Technology (which manages the technology grant programs) and CLA Fiscal Administration, resulting in a transfer of funds.

Reimbursement requests are queued up and disbursements are made prior to tip charges. You will be notified through an automated message when the transaction is complete.

Important Payroll Reminders

Remember to run the report found in Management Reports entitled: "Graduate Students Hired on Higher Tuition Fringe Rate Who Qualify for the Lower Rate."

This will ensure that your department is not paying a higher fringe rate than necessary.

If you find a grad student on this report who qualifies for the lower rate, please prepare a new HRMS entry worksheet with the lower fringe job code, and send it to the CLA Payroll Office in 209 Johnston Hall. This will allow us to update the information in People Soft. REMEMBER: This is an excellent way to save money on fringe benefits for your department.

There is also a report in Management Reports entitled: "Employed Students with Unused Work Study Awards." Make sure to speak to the student(s) employed in your department who are also listed in this report about using their work study funding for their appointment. This is an excellent way to save on salary expenses in your department.

If you have students who wish to use their work study funds, who already have an appointment in your department, please e-mail the CLA Payroll Office about setting up work study for these student(s).

HRMS Overpayments / Off Cycle Checks Training

The University continues to see an increase in overpayments and off-cycle checks to employees. In order to create awareness of the cost impact that overpayments and off- cycle checks have on the University, Training Services is offering two online courses to address this increase in overpayments and off-cycle checks.
