Central OIT has informed CLA that the University's Active Directory (AD) system undergoes regular maintenance on the third Saturday of each month. They have scheduled one for this Saturday from 6:00 am to noon. Unfortunately, as Active Directory is a University service, it is not within CLA-OIT's control to change the maintenance schedule or provide exceptions for specific users or departments. However, it is unlikely to take as long as scheduled and all services will probably be available within an hour or so.

For most users, these "maintenance windows" will have little or no impact. Only access to the Shared (S:) folders and access to the Terminal Server will be disrupted. For most faculty and staff, access to Home (H:) folders will not be affected due "synchronization features" CLA-OIT has implemented. Email, web, PeopleSoft, and other non-AD services will not be affected. Also, users from departments that have not been migrated to AD will not be affected.

CLA-OIT's advice: wait until 8:00 Saturday morning to access the Terminal Server or any Shared folders. If it works, proceed as normal but save often. If it does not, wait an hour and try again. If you have files that you absolutely need access to on Saturday morning, place a copy in your local Documents folder on Friday.

EFS Open Sessions for Administrators

CLA HR and Fiscal Administration will be hosting a series of EFS Open Sessions for Department Administrators beginning in April through July.

Many concerns and issues have been raised as we near the go-live date of July 1st. We would like to address these issues in an open forum. There will be specific agenda items for each session, as well as allowing plenty of time for Q&A's.

The first Open Session will take place on: Thursday, April 24, from 10:30-11:30 immediately following the HR/Fiscal Joint meeting in Willey Hall. Agenda items for this session include: Contracts for Professional Services, Approvals, and other issues that have been raised in the past month.

In an effort to better advance science and improve health, a new public law has been enacted that requires NIH to expand public access to research findings supported with federal tax dollars. To respond to this law, NIH has mandated a Public Access policy, which requires that an author's final version of any peer-reviewed manuscript accepted for publication on or after April 7, 2008 be submitted to the PubMed Central (PMC) repository.

The policy, which applies to all NIH-funded activities, stipulates that the manuscript, once submitted, must be made available to the public within 12 months after the article is published. Investigators are also expected to cite the PMC identification number for such publications on all proposals or progress reports submitted to NIH beginning May 25, 2008.

The Office of the Vice President for Research and the University Libraries have taken a number of steps to help investigators and authors ensure institutional compliance:

  • The University Libraries and Sponsored Projects Administration (SPA) have developed a new web site http://www.lib.umn.edu/scholcom/NIHaccess.phtml which contains a wealth of information to assist authors in retaining key rights in their agreements with publishers, as well as assistance with depositing articles to NIH and citing articles.
  • The Vice President for Research has developed a letter that authors can attach to the first submission of a manuscript to a publisher that informs the publisher of the University of Minnesota's intent to comply with the policy.   • SPA will remind investigators of this requirement on the Notice of Grant Award (NOGA) for NIH awards
  • SPA will add the new NIH requirement to the terms and conditions of its NIH-funded subawards when these are issued or modified
