Important CLA FISCAL Year End 2011 Deadlines

Below are highlighted some key areas from this memo that need your attention along with deadlines specific to CLA in order for the financial services team to meet Central's deadlines.

Important Human Resource News

An important reminder from Employee Benefits:

When a new employee is hired with a civil service or non-faculty bargaining unit appointment, the person is required to fill out the Minnesota State Retirement System (MSRS) form.  The first part of the form is filled out by the employing department and the second part of the form is filled out by the employee. The form is available on the Office of Human Resources web site by clicking on Forms at the top of the home page.  The direct link is:

Civil Service and non-faculty bargaining unit employees are covered by MSRS. Participation is mandatory and begins from the first day of employment -- there is no waiting period. Retirement deductions are 5 percent of total salary and are paid into the Retirement Fund. This money is credited to the employee's individual MSRS account and is tax sheltered from both federal and state income tax. The employer contribution -- also 5 percent of total salary -- is not credited to individual accounts. It is used to help pay the monthly annuities and benefits received from the Retirement Fund. Rates are subject to change by the Legislature.



University Pay Plans for Civil Service Staff and
 Non-academic Student

Workers for FY12


Attached is the Civil Service Pay Plan for FY12.  Similar to the Academic Pay Plan, annual pay increases will not be awarded to civil service employees.

Also attached is the pay plan for undergraduate student workers.  The minimum pay rate remains the same ($7.25/hour), and there is no merit or across-the-board salary increases for student workers.

CS/BU Annual Reviews

CS/BU (civil service and bargaining unit) annual reviews are due to
the college by June 17, 2011. All review materials must be submitted
electronically as PDF files on  the CLA projects drive (P drive) with
a paper copy sent to central Human Resources (200 Donhowe; delivery
code 3122).

University's U Card New Fee Structures

This message is to alert you to new fee structures being implemented at the University's U Card Office. These new fees will affect faculty, staff and students.  Effective June 1st, 2011, first time cards will include a fee of $10.

A first time card is the first U Card every new University community member receives.  In the past, we have issued these first time cards at no charge, absorbing the continued increases in production expense.   

Replacement card fees will increase from $20 to $25 by the end of second quarter in fiscal year 2012. Replacement cards are issued to card holders when their U Card has been lost, stolen, deactivated or damaged by the card holder.

These fees are being instituted due to the following:
1.) The increasing cost of smart card technology:  The University of Minnesota, Twin Cities, moved to smart card technology in 2008. This technology provides state of the art security for all community members.  Costs for card production (plastics, ribbon, equipment and labor) continue to rise.
2.)  A restructuring of U Card funding from the University:  The University continues to fund a portion of U Card production, but this funding does not cover expenses in their entirety.

In addition, individuals will now be required to pay these restructured fees, rather than charging them to their departments.  At this time, the University has elected not to allow departments to cover the first time card fee and/or replacement card fees.   Please note sponsored accounts do not fall under this new policy.

The U Card Office continues to deliver identity authentication in the form of U Cards, the official identification card for the University of Minnesota; security badges; and specialty cards.  The U Card also provides numerous benefits beyond identification authentication including mealplan balance and transactions, door access, laundry, printing, computer labs, time cards and banking services.

The U Card applications align with national trends pertaining to card issuance, identity authentication and more.   We work closely with our vendors and national colleagues to assure that we're delivering the best card product that meets our campus's needs.  We also strive to keep costs competitive and will continue to do so.

INTERSECTIONS UPDATES


Full year appointments
Full year appointments are now allowed in Intersections.  Departments may still continue to appoint semester by semester.  It is highly recommended that departments utilize the reports in intersections to monitor that grad appointments are correct, especially if you are entering grads for full year appointments.
