New Government Requirement for Grant Applicants

Please share the following message with grant applicants:

If you know of faculty who may be submitting a proposal to a Public Health Service (PHS) agency such as the NIH, please help us keep them informed of the following crucial change in financial conflict of interest (FCOI) rules that will impact their eligibility if they are not in compliance:

As of August 24, all grant applicants must verify at the time of proposal that any entity named in the proposal as the recipient of a subaward (e.g. institutions where key non-UMN collaborators are employed) has a PHS-compliant FCOI policy or agrees to abide by the policy in place at UMN. Projects involving smaller research institutions, small businesses, and foreign universities are particularly at risk of being non-compliant.

Please encourage all faculty who do research in PHS-related fields to contact the CLA Grants Team to discuss how this new policy will affect them.

PeopleSoft Upgrade Project

At its July 11 meeting, the Board of Regents authorized the Enterprise System Upgrade (PeopleSoft ERP) project with an overall project budget of $83.5 million.  This is a significant undertaking that will span from July 2012 through July 2016, and the project will affect all three components of the University's current ERP system:  PeopleSoft Student, Human Resources Management System (HRMS), and the Enterprise Financial System (EFS).  The goals of the project include the upgrade to the latest PeopleSoft application architecture, business process redesigns to improve efficiency and reduce unsupported system modifications, and increases in system functionality and user friendliness.  Each of the three components of the system has a functional steering committee, which have already begun their work.  While this will be an extensive effort, we look forward to improvements as a result of the upgrade, and will continue to provide regular updates about the project, including opportunities for participation, as we learn more.
