The Ecological System of Innovation
Robert M. Yawson, an RA of the Center participated and presented a paper on: "The Ecological System of Innovation: A New Architectural Framework for a Functional Evidence-Based Platform for Science and Innovation Policy" at the 20th International Society for Professional Innovation Management conference on "The Future of Innovation" which was held in Vienna, Austria on 21-24 June 2009. Organized by ISPIM, hosted by The Austrian Federal Economic Chamber, and supported by DANUBE - European Programs for Training, Research and Technology and Ratio Strategy & Innovation Consulting, the conference brought together academics, business leaders, consultants and other professionals involved in innovation management. The conference format included facilitated themed sessions for academic and practitioner presentations together with interactive workshops and discussion panels. The ISPIM 2009 Conference was held alongside The R&D Management Conference 2009. The paper was initially prepared and submitted as term paper for Prof. Kaye Husbands-Fealings' Spring 2008 (PA 5970) Course on Science of Science and Innovation Policy. Robert was sponsored by the Evidence-Based Policy Development Network (EBPDN) of the Overseas Development Institute (ODI) of the United Kingdom.
This paper attempts to answers a few fundamental questions: what elements should innovation policies include, and how should such policies be implemented? Considering current policy focuses on R&D investment, scientific institutions, human resources and capital which do not directly indicate the causality and what drives successful strategy or public policy interventions.
