Population surges, melting glaciers, aging infrastructures, rainfall changes, pollution, and waterfront overdevelopment are just a few causes of water shortage. Deborah Swackhamer, co-director of the University of Minnesota Water Resources Center, sees "a top-down and bottom-up groundswell of concern.
