I think "The Guv" is who you are referring to. Which is interesting that this is an actual Jesse "the mind" Ventura action figure. Had to be in Minnesota to get one. I'm sure his campaign ads are on Youtube which may answer the question why there is a Jesse "the mind" Ventura action figure. It was clever advertising.

I think they both look a bit like Liddy, but yes I think the Guv looks more like him than Joe. Here is a "Real Player" version of that commercial.
