i never thought about the how big business might be forced to outsource that is an interesting point.

Big businesses are never "forced" to outsource. Think about it, they are called "Big Business" for a reason. They have power and leverage in government and they know how to use it and are not afraid to use it. Big Businesses outsource for their own convenience, not because they are "forced" to do so.
