MADISON, Wis.-- A drunk Roseville, MN man was arrested Tuesday after breaking into the Wisconsin Capitol and passing out inside, according to the Star Tribune. Andrew Bishop, 21, has been accused of scaling the outside of the building, and breaking through a 5th-floor window. The criminal complaint states he also threw a fire-extinguisher through another window.

He was later found unconscious outside one of the domes. When asked how he had gotten to where he was, Bishop replied, "I don't know." Police say he was very apologetic afterwards, and claimed he'd "felt like an angel" and "just wanted to fly," according the Wisconsin State Journal.

The Wisconsin State Journal also lists that Bishop was jailed on $1,000 bail after appearing in court Tuesday.
