I do think that you need to narrow it down a bit. Take a look at Heather's proposal (she plans to talk about cultural rhetorics) and take a look at Maria's proposal (she plans to talk about students perceptions of writing assignments).
Are you proposing to take a look at typical handbooks and present a critique of the advice found there for Non-native speakers?

I would be interested in a critique of different types of advice handbooks/instructors have for non-native speakers. What sorts of advice works?

I'm also interested in advice that works! The handbook my students use (Diana Hacker's) has notes for NNS; if you don't have a copy of it, let me know! I don't go over many of those points explicitly with my students, but maybe I should. I trust I'll take some ideas from your presentation that I can use with my NNS composition students!
