As promised by Premier Wen Jiabao in his report to the National People's Congress in 2010, all departments of the central government (except the Ministry of Foreign Affairs) started this year regularly disclosing their budget and san gong, or the "three public" expenditures: use of government funds for foreign visits, vehicle purchase and maintenance, and official receptions. Has China made a "great leap" overnight that could not be imagined before? Nonetheless, China still has a long way to go toward creation of a sound and safe fiscal system able to cope with the challenges of rapid economic growth and urbanization.

Quanshe Yang, Associate Professor of public finance from Capital University of Economics and Business in Beijing and 2010-2011 Visiting Scholar at the Humphrey School of Public Affairs, will share his research results and a plan to establish a new institute focused on public finance reform in China.
