Health and Nutrition Director, Haiti

We are seeking a Health and Nutrition Director for an anticipated Title II Development Food Aid Program in the Southeast of Haiti. This multi-year, non-emergency program will be a follow-on to ACDI/VOCA's current Multi-Year Assistance Program (MYAP) in the Southeast of Haiti which is due to end in 2012. The new program will be integrated with USAID strategies to address the underlying causes of chronic food insecurity. The program's ultimate goal is "to reduce food insecurity, prevent malnutrition, and increase resiliency in vulnerable rural households in Haiti." The program will focus on strengthening livelihoods, improving health and nutrition among pregnant and lactating women and children under two, and improving institutions and communities' abilities to respond to shocks as part of the program's early warning system.

The health and nutrition component of the program will provide basic health care for women and children, social and behavior change (SBC) activities for key health, nutrition, and hygiene behaviors, as well as blanket preventative food rations for pregnant and lactating women and children 6-23 months of age. This position will be based in Jacmel with some travel to Port au Prince and throughout the Southeast Department to visit field sites.


The Health and Nutrition Director will provide leadership, oversight and technical expertise to all health and nutrition aspects of the project. More specifically, he/ she will have the responsibility to:

Directly manage a team of doctors, nurses, health agents and community volunteers for the provision of maternal and child health services, SBC activities and preventative feeding to targeted beneficiaries.
Supervise the Social and Behavior Change (SBC) Specialist and provide oversight to the development/adaptation and implementation of the program's SBC Strategy, tools (including Behavior Change Communication modules), and monitoring system
Coordinate with all staff to ensure timely and appropriate identification of new health and nutrition beneficiaries in the program and provide list to distribution partner
Coordinate training and distribution activities
In partnership with the Ministry of Health (MoH), NGO and UN partners facilitate the provision of medical equipment, supplies, and drugs required to achieve program objectives
Coordinate program activities with the MoH and other partners in the area of implementation in an effort to ensure service gaps are minimized and program funds are spent efficiently
Actively participate in national level health, nutrition and food security related coordination meetings with NGO, UN, donor and host government partners
Collaborate closely with program agriculture and livelihoods technical specialists to ensure continuous integration of agriculture, livelihoods, and nutrition activities for the life of the project
Lead the coordination and implementation of an exit strategy for the health and nutrition portion of the program
Demonstrate application of gender analyses and lessons from experience with other programs that address gender constraints to beneficiary participation in health and nutrition portion of the project in collaboration with Gender Specialist or Consultant.




Minimum five years of experience in health and/or nutrition programming on donor-funded food programs.
Experience developing and managing programs related to integrated rural development with experience in Haiti or Francophone Africa is preferred
Master's degree in Public Health or Nutrition, medical doctor or nurse preferred.
Understanding of internationally accepted best practices in maternal and child health programming and the first 1,000 days approach for the prevention of malnutrition.
Experience developing and maintaining work plans and budgets.
Prior experience with USAID projects, procedures, policies and reporting requirements is required; prior experience with Title II projects is highly preferred.
Experience in clinical supportive supervision and/or social and behavior change preferred.
Fluent in French and English required (verbal and written), Creole language skills preferred.
