Task Lead - USAID/DCHA Support/ Washington, DC

The Task Lead manages and oversees the PSC Contract and PSC Recruitment Teams in support of USAID/Office of Transition Initiatives (OTI). The Task Lead is highly organized, motivated, detail-oriented, and able to excel in a deadline-driven work environment. The Task Lead must be able to work closely with a variety of personality types, and possesses exceptional oral and written communication skills. The Task Lead is a strong team leader, as well as a team player, and is able to prioritize and assist as needed to ensure the responsiveness of the team. The Task Lead demonstrates leadership skills, has a strong sense of responsibility, and is able to complete tasks with minimal guidance.

The duties and responsibilities of the Task Lead include:

Serve as primary point of contact for OTI on all contract and recruitment issues;
Serve as the primary point of contact for client relations/team meetings with the client;
Supervise staff on contract and recruitment teams, in conjunction with XL Project Manager;
Monitor workflow for each team, and manage and distribute workload;
Assist each team with the execution of main duties and responsibilities;
Serve as link/liaison between Recruitment and Contracts teams, as well as with OTI;
Review quality of outgoing contracts, budgets, modifications, solicitations, selection memos, and other contract- and recruitment-related documents; ensure documents are error-free;
Assist in the development of contract- and recruitment-related documents, presentations, and other written reports;
Track status and progress of PSC recruitments and contracts;
Provide status updates and customer service to all clients;
Address priority issues and provide crisis management as needed;
Understand various roles and parties for contacts on complex questions/issues; follow through complex issues to ensure resolution;
Responsible for training new contracts and recruitment staff;
Mentor contract and recruitment teams on client business processes, policy interpretation and application, and workload management;
Provide expert interpretation of and recommendations on policies and USG regulations;
Liaise with USAID/OAA Contracting Officers to ensure good working relationships and that needs and expectations are met;
Work regularly with OFDA Contracts and Recruitment Team Leads on policy interpretation, best practices;
Anticipate client and PSC needs, and advise on recommendations;
Research and recommend systems and work process innovation/improvement;
On larger issues, involve XL Project Manager or OTI as appropriate;
Provide feedback to XL Project Manager on staff growth and professional development;
Track training and professional development of staff;
Help manage office suite, including assisting with administrative support as needed;
Other duties as assigned.


Qualifications

Candidates must be able to excel in a fast-changing, customer-driven, deadline-oriented work environment. The following general items are required to be eligible for consideration, individuals without these requirements will not be considered:

U.S. citizenship (due to security clearance requirements);
Ability to obtain an Interim and Final DoD SECRET security clearance;
Bachelor's degree;
Minimum of five (5) years relevant work experience in project administration or government contracting (FAR/AIDAR), including at least one (1) year of supervisory experience;
OUTSTANDING customer service, interpersonal, and supervision skills;
Experience with basic Human Resources personnel intake processes;
Demonstrated flexibility and ability to adapt to new tasks or tasks that change frequently;
Excellent language skills (written and oral) in English;
Superior computer skills (MS Office Suite in a network environment - a skills test may be required); and
International experience preferred.

This is a full-time, salaried position with a comprehensive benefits package. The salary for this position is $80k-$90k per year depending on experience.
