        <![CDATA[<p>Work to incorporate graduate-level programs into the Program and Curriculum Approval System (PCAS) continues. A PCAS system update is nearing completion, and the first graduate program data entry is expected to begin by the end of July.</p>

<p>Since April, more than 500 program worksheets have been completed and returned through the college catalog coordinators. Data entry is scheduled for August and September, followed by an opportunity for programs to review their entered data in October. The target go-live date for the PCAS-generated online graduate catalog is late November.</p>

<p>Data entry is a collaborative effort of Academic Support Resources and the Graduate School. The data from the worksheets will be entered centrally by 2-3 student workers supervised by Jon Poppele. Jon brings experience from working on two previous issues of the Graduate School catalog. Data quality review is being coordinated by Joe Shultz in the Provost's Office and Vicki Field in the Graduate School. Once the entered data has been reviewed in PCAS by programs, it will be exported to the PDF version of the catalog by Kristin Cleveland in University Relations.</p>

<p>Until the new online catalog and PDF version are available, the current 2009-11 Graduate School Catalog will be extended with a short supplement containing a summary of key changes, to be posted online on or around August 15. This will constitute the interim, transitional catalog. The new PDF version of the catalog is expected to be completed in late December or early January and will incorporate many of the new and revised graduate education policies that are currently under review.</p>

<p>Five policies developed by the Graduate Education Policy Review committee have now been approved by the President's Policy Committee and posted for a 30-day public comment period at
<a href="http://policy.umn.edu/User/POLICIESREVIEW.html">http://policy.umn.edu/User/POLICIESREVIEW.html</a>. Because of the Senate and PPC calendar, this public comment period falls during summer break and we wanted to make sure that groups involved in graduate education were notified about the comment period. Please forward this email to anyone else you think may wish to comment on the policies.</p>

<p>I have summarized the policies below and provided a direct link to each posting on the Policy Library website; significant changes from previous Graduate School policies are noted in capital letters but that these policies apply to all post-baccalaureate degrees except first professional degrees (JD, MD, PharmD, DVM, DDS, LLM) and many policies will therefore be new for programs which were not formerly affiliated with the Graduate School.</p>

<p>Please note that<ul><li>existing programs will not be required to be in compliance with policies that may require curriculum revision until 2013</li><li>Directors of Graduate Studies currently serving are grandfathered for the remainder of their appointment term</li></ul></p>

Changes to UM Reports fall into three categories, listed below. All changes are effective the first day of fall semester (September 6, 2011). Reports for summer term are all still functioning. </p>
<h2>Retired/Streamlined reports</h2>
<p>
  Analysis of eight graduate faculty reports revealed that all of the data these reports show can actually be viewed in only two reports. Retiring six of the reports and maintaining only two will allow for simplified data access and reduced maintenance going forward. Report users can utilize "filter" functionality to customize their report views. </p>

<li><strong>This report will be maintained</strong>: GS Faculty Role Detail report </li><ul><li>These reports will be retired, because they contain the same data as above: Graduate School Active Advising and Committee Assignments; Graduate School All Advising and Committee Assignments (including historical data); Graduate School Active Advising Assignments; Graduate School All Advising Assignments (including historical data)</li></ul>

<strong>This report will be combined</strong>: GS Faculty Advising/Committee Summary by Major or Minor </li><ul><li>These reports will be retired as individual reports and combined into one, because they contain the same data as above: Graduate School Student Report for Minors; GS Faculty Advising/Committee Summary by Major (GO42)*</li></ul>

  <p>This change will be effective on the first day of fall semester (September 6, 2011). Graduate faculty will receive an email about the change, including instructions on how to use report filters to customize their report view, in late August. </p>

<p>The current "big picture" for tracking degree progress is illustrated in the diagram below. (This diagram is not comprehensive; there are a few more degrees that have different forms or milestones. However, we welcome feedback regarding all graduate degree types, as each will be included in the overall project.)</p>

<p>In two recent meetings, staff from Academic Support Resources (ASR) and the Graduate School invited stakeholders from colleges and departments to discuss this question, so that ASR can begin to define the parameters for an online, streamlined tool for tracking the components of graduate student degree progress. More conversations are planned with graduate students and additional stakeholders. </p>

<p>A list of policy drafts under discussion and five draft policies are now available on the Graduate Education Transition webpage at <a href="http://www.grad.umn.edu/Transition/policy/index.html">www.grad.umn.edu/Transition/policy/</a> .</p>

<p>Nine graduate education policies are currently in development. In addition to these "new" policies, five existing policies will be revised. Drafts that have reached a certain stage of development are being posted for review. This informal review will not substitute for the 30-day review period offered once the President's Policy Committee (PPC) has approved the policy.</p>

<p>The first policy to be completed and added to the U-wide Policy Library was <a href="http://www.policy.umn.edu/Policies/Education/Education/APPOINTGRADCOMM.html">Appointments to Graduate Examination Committees</a>, which specifies eligibility to serve on graduate examination committees and outlines college responsibilities for approving committee appointments. This policy was effective in February.</p>

<p>All education policies (graduate and undergraduate) in the Uwide Policy Library are located under Education, in the Education and Student Life category on the <a href="http://www.policy.umn.edu/">Policy Homepage</a>. The policies are published using the standard format used for all administrative policies. In the near future, subfolders will be created to make it easier for students to find policies that apply to them (All Students, Undergraduate Students, Graduate Students).</p>

        <![CDATA[<p>As reported in <a href="http://blog.lib.umn.edu/gsdean/transition/2011/02/registration-exceptions-workflow-gen-progress-report.html">this update from February</a>, a Workflow project team was created to meet with representatives from the colleges, draft a new process for handling exceptions to certain registration deadlines and policies for graduate students, and create an online form that will automate this process.</p><p>The new, online registration exceptions process is scheduled to launch this fall. It will replace the paper-based process through which Graduate School students petition to add courses or change grade basis after the second week, and to drop courses after the eighth week.</p><h2>Project status</h2><p>The project team has completed six meetings with various college representatives and drafted a revised process. ASR technical staff are now designing the online form that students will use to submit their requests, and mapping the online workflow through which these requests will be approved or denied by: instructors; the student's department/program; and/or the student's college. (The approval steps may vary based on the specific exception the student requests.) The team will consult with college and department stakeholders as the new process takes shape.</p><p>The main challenge the team currently faces is determining how the contact data for the approval roles at the department/program and the college will be stored and maintained. In order for the automation of this process to be successful and create real efficiencies, this contact data must be stored in a central location and be relatively easy to keep up-to-date. These approver roles may also be utilized for other processes as they are moved from paper to an online format. </p><h2>Next steps</h2><p>The development of the online form and workflow will proceed through several cycles, and feedback will be solicited from departments and colleges beginning in May, 2011.         <![CDATA[<p>"Building a Better Graduate Program - Rethinking Program Evaluation" will be the theme of the second Graduate and Professional Education Assembly on Monday, April 18.</p>

<p>Evaluation experts Chris Golde and George Walker, collaborators involved in the Carnegie Initiative on the Doctorate, will be the keynote speakers and facilitators for an interactive assembly. Faculty and students will work together to generate and develop ideas toward students-outcomes-based program assessment.</p>

<p>The Graduate and Professional Education Assembly brings together faculty, staff, and students from both graduate and professional programs across the University. It was established based on recommendations of the work group on graduate education, whose report was accepted by the Provost in May 2010. The first assembly was held in November.</p>

<p>In-person registration for the spring 2011 assembly is already full, but participation is encouraged by live webcast. See the <a href="http://www.grad.umn.edu/assembly/2011spring/index.html">event page</a>.</p>]]>

        <![CDATA[<p>Work is under way to incorporate graduate-level programs into the Program and Curriculum Approval System (PCAS). PCAS automates the approval of new and changed academic programs and dynamically populates the online academic catalog.</p><p>Two concurrent parts of the PCAS project are currently in progress:</p><ul><li><strong>Technical development of the user interface to enter graduate-level program data into PCAS</strong>. The target completion date for this part of the project is May 23, 2011.</li><li><strong>The collection of critical program information for graduate-level academic programs</strong>. To facilitate the collection of this academic program information, the PCAS team distributed a toolkit to college catalog coordinators on Friday, March 25.</li></ul><p>As a part of the information-gathering process, college catalog coordinators will distribute formatted worksheets--one for each graduate-level degree, minor, and certificate--to their contacts in each academic program. Where information exists in current catalogs, these worksheets have been pre-populated with some basic program information. However, the expertise of the Directors of Graduate Studies (DGSs) and DGS-assistants will be critical to the completion of these worksheets with accurate, currently-approved academic program details.</p><p>Colleges have been asked to review and submit their completed worksheets to the PCAS team for provost-level review by May 4, 2011. After final review, data entry will begin by the end of May; this first round of PCAS data entry will be performed centrally, as a service to colleges and departments.</p><p>The collective effort to implement PCAS for graduate-level programs will result in many substantial benefits:</p><ul><li>Collegiate units will have simpler and improved access to and control of the information about their academic programs.</li><li>The process for updating existing academic programs, and advancing new program proposals through required approval levels will be faster and more transparent, as well as parallel to and consistent with the undergraduate process.</li><li>PCAS will feed a current, online and searchable catalog displaying graduate-level programs and requirements to current and prospective students.</li><li>The University will have a comprehensive inventory of all graduate-level programs.</li></ul>An overview of the program worksheets will be presented during the graduate portion of the RAC meeting on April 4.         <![CDATA[<p>An initial strategy has been determined for analyzing and then implementing new processes related to degree progress and degree clearance. The ultimate goal is to create an online system to track graduate student degree progress and perform degree clearance functions. The target implementation date is June 2013. <strong>The Graduate School will continue its current degree progress tracking and clearance activities until new solutions are in place.</strong></p>
<h3>Beginning at the end</h3>
<p>The ultimate goal of degree progress is, of course, degree completion. In student records terms, degree completion is certified through the degree clearance process--the series of steps that verify the completion of all the required milestones for the student's degree.</p>
<p>So, in order to determine what degree progress milestones need to be tracked throughout a graduate student's career at the University, ASR and the Graduate School are beginning by mapping the degree clearance process and defining the required milestones.</p>
<p>ASR analysts are working with Graduate School staff to document the current steps and requirements for graduate student degree clearance. That set of items can vary depending on the degree, but may include:
</p><ul>
	<li>Final oral examination scheduling and reporting&nbsp;</li><li>Verifying the completion of a student's particular degree requirements from the degree program form</li><li>Application for Degree Form</li><li>Reviewers Report Form</li><li>Submission of a correctly formatted thesis/dissertation that meets the University's requirement&nbsp;</li><li>Certifying students for degree clearance</li></ul><p>In documenting the existing processes, analysts will pay particular attention to recording the reasons for certain tasks (e.g., University policy, systems constraints, and the student's best interest), as well as other interdependent processes that relate to degree clearance and degree completion.</p>
<p>This initial stage of documentation is currently in progress, with a target completion date of April 1.</p>
<h3>Then, retracing the steps</h3>
<p>Once we better understand what must be certified to allow a student to graduate, we can turn our attention to the steps that happen along the way. This phase of documentation and analysis will occur between now and the end of June 2011. It will include (but will not be limited to):&nbsp;</p><div><ul><li>Understanding general degree requirements, like a thesis or dissertation, preliminary exams, and final exams</li><li>Tracking the completion of degree requirements</li><li>Handling transfer credit evaluations</li><li>Managing visa extensions or changes</li><li>Advising students on degree progress and providing feedback</li><li>Issuing warnings to students when degree progress may be compromised</li><li>Monitoring satisfactory academic progress for purposes of financial aid</li><li>Managing the re-admission and/or change of status processes</li></ul>

<h3>How colleges and programs can expect to be involved</h3>
<p>Degree clearance and degree progress responsibilities are currently shared among academic programs, the Graduate School, and the Office of the Registrar. Any changes to existing roles and responsibilities will be made only after communication and collaboration during the development of new processes.</p>
<p>During these first stages of documentation and discovery, ASR and Graduate School staff will post updates on what we learn and what is coming next on the project website and will hold discussions on related issues at the monthly Registrar's Advisory Committee meetings.</p>
<p>Beginning in April, broad discussions will take place with the colleges about what information must be tracked related to student degree progress, what information should be tracked, and what might be nice to know or have. Through these discussions, we can begin to collaboratively sketch out a new process that is in compliance with relevant policies and systems requirements, and is, to the greatest extent possible, both student- and staff-friendly.</p></div>]]>

        <![CDATA[<p>As the graduate education student administrative processes project moves forward, ASR and the Graduate School will employ an incremental approach to review current Graduate School processes and create new processes that incorporate collegiate responsibility. <br /></p><p>This means that, as a general rule, current procedures maintained by the Graduate School will remain in place until representatives from ASR and/or the Graduate School can document, analyze, and assist with implementing redesigned processes that better fit a decentralized model. New processes will be developed in collaboration with collegiate units and/or academic programs. Transitions of work or responsibility will be preceded by communication to and/or training for affected individuals. <br /></p><p>From a student services perspective, this general principle is especially important when it comes to matters related to degree progress and degree clearance.
