Science.gov shouldn't be underestimated. It may not have as many search field types as other databases like OSTI, but it's a federated search, meaning that it's searching over 40 government agency databases simultaneously (including OSTI).

Hathi Trust

As more and more technical reports are digitized through Google / library partnerships, many of them are showing up in HathiTrust : US Bureau of Mines, NASA, USGS, DOE and others. Users have created their own collections of HathiTrust records to pull together those related to science and technology: http://babel.hathitrust.org/cgi/mb
The NASA Technical Reports Server has extensive full text coverage (80-90%) for:

  • NASA National Aeronautics and Space Administration
  • NACA National Advisory Committee for Aeronautics (NASA predecessor)
  • NIX - NASA image gallery

The Office of Science and Technical Information has an extensive digital archive of reports called the Energy Citations Database. 30% of the reports indexed include online full text.

TRAIL is a collaborative digitization project, currently between the Great Western Library Alliance and the Center for Research Libraries and hosted on the University of Hawaii - Manoa server.

As of June 24, 2009, their technical report archive focuses on reports prior to 1975 from the

  • Atomic Energy Commission (predecessor to US Dept of Energy),
  • US Bureau of Mines, and the
  • National Bureau of Standards.
