Two Way Spanish Immersion Education Programs

The purpose of my final paper is going to be to convince California residents and polititians that implementing Two Way Spanish Immersion programs into their education system, although potentially costly to start, will overall create a more productive state. I've been looking at articles on the Center for Applied Linguistics (CAL) website arcives, and also the ERIC archive which involve bilingual education research. I've also found some statistics from the 2000 census on the number of California people who speak Spanish at home in comparison to the percentage nation wide and things like that. Let me know if anyone has any other suggestions for other useful information.
