How big a deal is U.S. credit rating downgrade?

In a Q&A with the Pioneer Press, V.V. Chari says the downgrade tends to have a limited effect for large banks and insurers in Minnesota, and that it's unlikely that institutions would start moving money after only one of the three major ratings agencies issued a downgrade.
