The American system of electing presidents by the Electoral College and not a majority of votes has produced presidents who have lost the popular vote and come close. Reformers seek to change the system so that winning presidents receive both popular vote and the Electoral College majorities.  Dr. John Koza, president of National Popular Vote will be joined by Representative Duane Quam for a lively discussion about current legislation being considered by the Minnesota legislature and the national issue, moderated by Professor Larry Jacobs. </p>]]>

<p>James L. Oberstar will present "a Perspective on a Career in Public Life" at 10 a.m. on Friday, May 6, in Cowles Auditorium at the Humphrey Center. The Former Congressman will discuss his career in public life and the influences that have led to his vision of transportation putting America first - that is, ahead of our parochial, partisan, and personal interests. Oberstar has ad a distinguished career spanning a half century as Congressman representing Minnesota's Eighth Congressional District and chair of the U.S. House Transportation and Infrastructure Committee. He recently joined the Humphrey School as a visiting scholar and chair of the advisory board for the University of Minnesota's Center for Excellence in Rural Safety. <p>Professor Morris Kleiner will offer a discussion of "Employer Reaction to Union Organizing" at 11:30 a.m. on Wednesday, January 19, at the Humphrey Center. He will be joined by a distinguished panel of experts, including Barb Kucera, director of the Labor Education Service at the University of Minnesota, and Marlin Osthaus, regional director of the National Labor Relations Board. The National Labor Relations Act (NLRA) affirms that it is national policy to favor collective bargaining in the private sector, but it has been one of the most controversial pieces of labor legislation passed during the New Deal era. Unions and firms' representatives have tried to change the law at various times. This group will explore some of the reasons for the decline in unions in the private sector and alternative policies, and take questions from the audience. This is the latest in a series of discussions about how the Humphrey School is working on public policy matters in Hubert Humphrey's legacy, during the centennial year of his birth. </p>]]>
