Professor of political science and director of the Humphrey Institute's Center for the Study of Politics and Governance. Larry Jacobs spoke as a guest on MPR News about health care reform.
Jacobs explains how the House and the Senate are two different chambers. He says, "They are not just A and B, the House is more liberal and they have more power so it is more chaotic. The Senate is more individualized and has a lot more autonomy"
