The Humphrey School announces a scholarship named for former Congressman Jim Oberstar, who now works with the State and Local Policy Program.
Oberstar was the state's longest-serving member of Congress in history, representing northeastern Minnesota in the U.S. House from 1975 until early this year. The Democrat lost in an upset to Republican Chip Cravaack last year after years of bringing road projects home to his district.
