Together, it's an astonishing shake-up for a delegation that has been a bastion of stability in recent years. California has already seen its greatest number of departures since 1992, when four of the state's House members retired and three others sought election to another office, according to a count compiled by Professor Eric Ostermeier, who writes the University of Minnesota's Smart Politics blog.
