Morris Kleiner discusses the consequences of licensing over-regulation on unemployment.
Downey and Gerlach consulted with Morris Kleiner, a professor of labor policy at the Hubert H. Humphrey School of Public Affairs at the University of Minnesota, who estimates over-regulation by the state creates a 0.5-percent increase in unemployment. The Licensing Relief Act could create as many as 15,000 jobs, according to Kleiner.
