Art Rolnick, though, would like to see the numbers. A former Minneapolis Federal Reserve research director who is a senior fellow at the University of Minnesota's Humphrey School of Public Affairs, Rolnick has questioned whether TIF districts are the most effective way to boost development in blighted areas.
"The lack of transparency, I think, is always a good issue when it comes to government. In this case, I think it would help expose the fallacy of this idea. Think about it: You're essentially betting on future tax returns," Rolnick said.
