Not according to Humphrey School of Public Affairs elections expert Doug Chapin, who said both political parties are spending too much time worrying about the potential causes and effects of Voter ID. "Frequently, Voter ID ends up consuming all the air in the room, a lot of which might be better spent on other things," he said.
