Larry Jacobs with the University of Minnesota's Humphrey School of Public Affairs says having a Republican-controlled legislature and a Democrat as a governor is the perfect storm for seeing a lot of vetoes. It's not surprising Dayton vetoed Republican-led legislation like tax cuts and a bill that would have changed how teachers are laid off.
