Minnesota state budget fixers urged to avoid gimmicks

Jay Kiedrowski addresses the causes of Minnesota's budget deficit.

"You shouldn't spend more in any given year that you have coming in revenue," said Jay Kiedrowski, a former state finance commissioner and senior fellow at the University of Minnesota's Humphrey School of Public Affairs. "It's a simple rule, but it has been hard to follow."
