"We've got to do something about aid fragmentation"

Brian Atwood advocates for a movement toward a partnership approach to development.

Increasing aid effectiveness also means resolving problems "with fragmentation and the proliferation of programs," adds Mr. Atwood. He points out that "at least fifty percent of all of the relationships between donors and developing countries represent only five percent of the total of official development assistance. We've got to do something about that; it's causing developing countries to spend too much time with too little resources - it doesn't make sense."
