The entire Legislature and the Governor are Democrats and yet they cannot agree on probably the biggest piece of legislation out there on taxes. Part of it is that the members of the House and Governor are up for re-election next year and they're very sensitive to that. The Senate, they're up for re-election in 2016 so they're sitting back, thinking philosophically about the structure of the taxes and how the structure is modernizing."
