                <description><![CDATA[<p><strong>Yingling Fan </strong> provides recommendations after completing study on transit-oriented development. <blockquote>

About a third of the 24 developers interviewed said they considered mass transit an important factor in location. But if the site proved more expensive than otherwise, or if there would be more red tape involved than with another location, they weren't interested. </blockquote>

A meaningful driver behind the development of the block is its proximity to light-rail transit -- a station is at the corner of S. 5th Street and Nicollet Mall. "Demand for transit access and car-free or car-light lifestyles are dramatically strengthening downtowns as desirable places for people to live and for employers to locate," said Yingling Fan, an assistant professor at the University of Minnesota's Humphrey School of Public Affairs.</blockquote>

Humphrey graduate students proposed strategies for three transit stations and a corridor-wide approach for bike and pedestrian connections for the proposed Gateway Corridor transitway for a capstone workshop taught by Lee Munnich and Lyssa Leitner. The team projects were completed and presented to clients from the cities of St. Paul, Maplewood and Oakdale, and Washington County. </blockquote>

                <title>Washington County uses students for Gateway Corridor research </title>
                <description><![CDATA[<p><strong>Lee Munnich's</strong> capstone students to provide information on Gateway Corridor planning.</p>

According to the county, State and Local Economic Development Workshop students will be acting as consultants and gathering information to help make informed decisions on the corridor. The students each have a client in the community and are getting feedback on proposed stations at St. Paul's Mounds Boulevard, Maplewood/3M, and Oakdale/Oaks, among other areas.</blockquote>

The group interview will be followed by a conversation about presidential leadership between Jim Oberstar, former chairman and ranking member of the House Transportation and Infrastructure Committee, and former Virginia Gov. Gerald L. Baliles, director and CEO of the Miller Center. Baliles served as Virginia's 65th governor and is credited with greatly improving the state's transportation infrastructure in 1986, the last time the commonwealth had made any significant transportation improvements until the 2013 session of the General Assembly.</blockquote>

"Some people are probably going to lose elections because we are going to raise some taxes," Bakk said at a University of Minnesota forum. "And Minnesotans...aren't going to understand why we need to do that but sometimes leading is not a popularity contest."</blockquote>

                <description><![CDATA[<p><strong>State and Local Policy Program</strong> partnering to dig into business needs as they relate to transportation infrastructure.</p>

<blockquote>
"It's going to be more than a report. It'll be something that'll make a difference," Huseby said. Because of the positive response to the initial survey requests, almost twice as many regional businesses are being interviewed than what was originally planned.
The study, done in partnership with the University of Minnesota/Humphrey School's State and Local Policy Program, may be replicated across other MnDOT districts.</blockquote>

Some would actually argue that consumption should be taxed more heavily so sales taxes should be a greater portion of the total. Sales taxes are the largest revenue in most states. Ironically, it was at the insistence of conservatives that the sales tax was enacted originally in Minnesota.</blockquote>

                <title>Oberstar unveils Duluth&apos;s first electric car-charging station</title>
                <description><![CDATA[<p><strong>James Oberstar</strong> weighs in on Duluth's policies and programs that support alternative modes of transportation.</p>

<blockquote>
Oberstar touted the federal Safe Routes to Schools program he initiated in 2000 that has used federal highway funds to build bike and walking trails from schools out into neighborhoods in 11,000 school districts nationwide, with more than 11 million students now using those routes.

"It's changing the habits of an entire generation," Oberstar said, and helping curb obesity and diabetes among kids.</blockquote>
