                <title>Duluth transit center is a go (take virtual tour)</title>
                <description><![CDATA[<p><strong>Jim Oberstar</strong> oversaw initial plan for Duluth transit center.</p>

<blockquote>
Then-U.S. Rep. James Oberstar helped secure a $16 million grant for the center in 2010. At that time the proposed center was larger and costlier -- an estimated $40 million to $50 million -- and located across Fifth Avenue West from the Depot.

"We wondered what would happen with our project" when Oberstar wasn't re-elected two years ago, Jensen said.

What happened was that plans changed, with a smaller center planned for the site of the 43-year-old Wells Fargo parking ramp owned by INREIT Real Estate Investment Trust.</blockquote>

"They're not threatening to leave," jokes Art Rolnick, a senior fellow at the Humphrey School of Public Affairs at the University of Minnesota, in reference to recent debate about public financing for a new Vikings stadium. "If it's a good investment for the Mall of America, they're going to do it anyway ... I see no reason why Bloomington should get involved in this."</blockquote>

                <title>Funding in place for major Duluth transporation facility </title>
                <description><![CDATA[<p><strong>Jim Oberstar</strong> set the foundation for the new downtown Duluth transportation facility.</p>

<blockquote>
The center provide an indoor terminal area for the transferring of bus passengers, including Jefferson Lines and Indian Trails inter-city bus lines, along with Arrowhead Transit and LCS Coaches. The Center will include an 8-bay bus boarding platform, along with an indoor passenger-waiting area, seating and public restrooms.  The Center will include a DTA-staffed information desk, similar to what is currently at the Transit Center East for pass and ticket sales and transit information.</blockquote>

<blockquote>
A less benign reason for this clustering, says Orfield, is steering by real-estate agents. A paper  he coauthored with Katherine Fennelly, a professor of public affairs at the Humphrey School of Public Affairs, took note of a developing suburban segregation "exacerbated by real estate agents who steer white residents away from integrated neighborhoods claiming that 'the schools are bad,' while simultaneously recommending the same neighborhoods to residents of color promoting the schools as 'integrated.' "</blockquote>

                <title>Jardine Matheson: An under-the-radar Asian growth story</title>
                <description><![CDATA[<p><strong>Jerry Zhao</strong> discusses the rise of the leading conglomerate in Southeast Asia.</p>

<blockquote>
The future growth prospect of the business depends on its future ROE and asset appreciation. ROE often reflects the competitive position or moat of the underlying business. Will the moat of its underlying businesses deteriorate in the future? That doesn't seem very likely, given that the businesses (as listed in Table 1 above) often enjoy strong brand and/or scale advantage and they operate in industries less prone to technological disruptions. Will the economies and currencies of the East and Southeast Asia continue to grow faster than the U.S.? No one knows for sure, but it's hard to see a drastic and permanent slowdown. So my guess is that the future growth may be slower than what we saw before, but still respectable and very likely at a double-digit rate.</blockquote>

"Continued borrowing from the domestic markets is a bankrupt policy, literally," said Ragui Assaad, an Egyptian economist at the University of Minnesota who is now in Cairo. Even with new sources of foreign currency from the IMF, he said, Egypt would soon be forced to capitulate to a further decline in the exchange rate -- gradually, if the government is lucky. </blockquote>

To resolve this dispute, BuzzFeed turned to the expert: Former Minnesota Rep. Jim Oberstar, who was the ranking member and then Chairman of the House Appropriations Committee during the period in question.

Oberstar's verdict: It was Berman.

                <title>Special issue of Journal of Transport and Land Use on value capture for transportation finance</title>
                <description><![CDATA[<p><strong>Zhirong (Jerry) Zhao</strong> writes about the importance of joint development  for funding public trasportation.</p>

<blockquote>
This article examines joint development as a value capture strategy for funding public transportation. We start from the concept of joint development, its rationale, a brief history, and the extent of its use. Joint development projects in Hong Kong, Taiwan, Tokyo, and Thailand are proﬁled, as well as domestic examples in Washington, DC, New York, NY, and Portland, OR, etc. Then we provide a framework to classify joint development models by ownerships (public or private) and by types of transaction (real property or development rights). Next, joint development is evaluated along four revenue criteria including efficiency, equity, sustainability and feasibility. Finally, we summarize the advantages and disadvantages of joint development as a transportation finance strategy, and provide recommendations for policy consideration or implementation.</blockquote>

The Center for Excellence in Rural Safety at the University of Minnesota has released a report that examines the extent to which a 2009 state seat belt law, making not wearing a seat belt a primary offense, affected the injury and fatality rates in the state of Minnesota.
