                <title>In just 2 years, gay marriage makes dramatic turn in Minnesota </title>
                <description><![CDATA[<p><strong>Steve Sviggum</strong> provides insight on the same-sex marriage vote.</p>

<blockquote>
Steve Sviggum, a legislative fellow at the University of Minnesota's Humphrey School of Public Affairs and a former Republican speaker of the House, said DFLers are overestimating public support for gay marriage. But he says it's unlikely the law would get reversed should it pass.

Democrats are more likely to face a backlash for overreaching on issues such as taxes and spending than on gay marriage, Sviggum said.

Views on gay marriage are evolving, Sviggum said, and "I don't think it's good for Republicans necessarily to stand in the way of the evolution of an issue." </blockquote>

Winton replied by, among other things, saluting Rybak as a "great mayor" and declining to criticize his performance in any way, which is interesting since, other than that remark and Winton's general encomiums to Minneapolis as a great, great city, his pitch simultaneously depends on a portrayal of the city government as failing to do its most basic jobs while wasting money and energy on non-necessities. But Winton stood up to the grilling with good cheer. An atmosphere of strained civility hovered over the entire Q and A.</blockquote>
