Just hours earlier, Holton was announced as one of the candidates for leading the Milwaukee Fire Department. It's clear that the St. Paul Fire Department is unhappy with Holton's performance; as shown in the "no trust and no confidence" vote of 366-6 taken earlier this month. It has been difficult for both sides to negotiate.
