        <![CDATA[<p>A 21-year-old man was arrested Wednesday after allegedly trying to lure two Edina girls into his car, <a href="http://www.startribune.com/local/west/43055487.html">Star Tribune</a> reports.</p>

<p>The Fairbault man approached one girl, 8,and then another asked them if they would get in and lead him to Concord Elementary School, authorities said.</p>

<p>Both girls refused, went home, and alerted their parents around 3:30 p.m. district spokesman Doug Johnson.</p>

<p>The man is currently in custody pending charges.</p>

<p>Several witness saw the man trying to lure the children into his school. One witness followed the man to read his license plate before calling the police.</p>

<p>The man was arrested shortly after by police on suspicion of attempted kidnapping.</p>

<p>The man claims he was merely trying to find directions home and had stopped to ask another man as well. No man has stepped forward as of this time, police said</p>

<p>The man has a criminal record including burglary and assault.</p>]]>

        <![CDATA[<p>A Dutch study has found that home births of low-risk pregnancies are as safe as those delivered in a hospital, the <a href="http://news.bbc.co.uk/2/hi/health/7998417.stm">BBC</a> reports.</p>

<p>The study, which covered 530,000 women, showed that pregnancies classified as low-risk are just as safe delivered in a home with a mid-wife as those performed in a hospital, when proper support is it place, the <a href="http://www.timesonline.co.uk/tol/life_and_style/health/article6094366.ece">Times Online</a> reports.</p>

<p>Dutch researchers began the study when the Netherlands was showed to have one of the highest death rates of newborns.</p>

<p>Some thought that home births may have been a factor, because nearly one third of all women choose to deliver at home.</p>

<p>The study did not compare home births to births delivered in a hospital with a doctor , which will be studied later.</p>

<p>"We found that for low-risk mothers at the start of their labour it is just as safe to deliver at home with a midwife as it is in hospital with a midwife," said Professor Simone Buitendijk of the TNO Institute for Applied Scientific Research.</p>

<p>The study supports plans in the United Kingdom to increase women's choice of birth place.</p>

<p>However for the more home births to occur the United Kingdoms National Health Service has to go through a seismic shift said Louise Silverton, deputy general secretary of the Royal College of Midwives.</p>

<p>"The NHS is simply not set up to meet the potential demand for home births, because we are still in a culture where the vast majority of births are in hospital," Silverton said.</p>]]>

<p>The Jesus is almost six feet tall and took 40 volunteers 18 months to finish.</p>

<p>The model was based on Bertel Thorvaldsens's 19th century work "Christus," which depicts the resurrection of Jesus Christ.</p>

<p>Wilder said the church had no plans to sell the statue.</p>

<p>"It is a fantastic installation and it will be there as long as we think it is in a good spot," he said.</p>]]>

<p>The suit claims that Showbiz Promotions made false claims about charitable donations, lied about manufacturing the toys in the United States, and received customer complaints about delivery delays, <a href="http://www.google.com/hostednews/ap/article/ALeqM5itxYppTV5UoD6T7aSKHrTgKgWgsQD97F6PSO0">AP</a> reports.</p>

<p>Intentionally leading customers to believe they are donating to a charitable cause is reprehensible, Florida Attorney General Bill McCollum said in a statement. </p>

<p>"It is disgusting that a company would exploit a tragic situation for personal gain," McCollum said.</p>

<p>The company president, Jaime Salcedo, has said the doll was meant to be a "tribute." He also claimed that his company donated $5000 to the National Center for Missing and Exploited Children, of which only $10 can be verified.</p>

<p>The effort is outrageous, the president of NCEMEC said in a statement.</p>

<p>"NCMEC does not and will not ever be associated with any attempt to commercialize or raise money in connection with the victimization of any child," Ernie Allen said.</p>]]>

        <![CDATA[<p>The Elko New Market city council voted Thursday to dissolve the city's police department, the <a href="http://www.startribune.com/local/south/42831952.html">Star Tribune</a> reports.</p>

<p>In a 3-2 vote city officials decide to dissolve the city's entire police department in favor of contracting with the Scott County Patrol to save money for city residents, <a href="http://kstp.com/news/stories/S875982.shtml?cat=206">KTSP</a> reports.</p>

<p>The hope is to keep costs low over time Council Member Bob Hanna said. </p>

<p>In bulking up its police department the city also sliding toward a campaign for a nice new police building, the kind that has cost neighboring towns many millions of dollars, Hanna said.</p>

<p>Some city officials did question the responsibility of the decision, showing that contracting with Scott County would cost the city more than keeping the current department.</p>

<p>Little details have been discussed with Scott County Patrol and establishing a contract could take months, Sheriff Kevin Studnicka said.</p>

<p>"Right now we don't have two deputies to free up so those deputies will have to be additional hires," Sheriff Studnicka said.</p>

<p>He also added that the city does not meet the requirements to make a contract with the patrol.</p>

<p>"The fact that three council members went ahead and voted without any plan in place to get rid of the police department, it's just irresponsible," said Ken Sulich, an Elko New Market resident.<br />

        <![CDATA[<p>David Lance Arneson co-creator of Dungeons & Dragons, a game that started millions of adventures and countless batles, died Tuesday in St. Paul, the <a href="http://www.cnn.com/2009/SHOWBIZ/04/10/obit.david.lance.arneson/">Star Tribune</a> reports. He was 61.</p>

<p>The game's website, wizards.com, said Arneson died Tuesday evening after "waging one last battle against cancer," <a href="http://www.cnn.com/2009/SHOWBIZ/04/10/obit.david.lance.arneson/">CNN</a> reports.</p>

<p>Arneson and Gary Gygax created Dungeons and Dragons in 1974, which became one of the best-selling games of all time. Players in the game battle monsters and solve mysteries using in a fantasy setting.</p>

<p>Arneson was a history student at the University of Minnesota where he developed an interest for recreating historical battles. Along with Gary Gygax and John Perron, Arneson created a game where one player was represented by one avatar who quested through dungeons, which eventually became Dungeons & Dragons.</p>]]>

<p>President Abdelaziz Bouteflika received nearly 91 percent of the vote beating out five other candidates, <a href="http://english.aljazeera.net/news/africa/2009/04/2009410123057417200.html">Al Jazeera </a>reports.</p>

<p>His nearest rival, Louisa Hannoune, a Trotskyist candidate, only won 4 per cent of the votes.</p>

<p>Little opposition was expected for Bouteflika who lead in the polls Wednesday. His campaign was well funded and he faced relatively unknown candidates.</p>

<p>Interior Minister Noureddine Yazid Zerhouni said that 74 percent of the countries voter turned out for the election.</p>

<p>These results are contested by opposition parties in the country who criticize the election as a fraud.</p>

<p>The Front of Socialist Forces, an opposition party, have accused authorities of inflating turnout figures.</p>

<p>"There was a real tsunami of massive fraud which reached an industrial scale," the party said in a statement.</p>

<p>Zerhouni denies any allegations of manipulation or fraud.</p>

<p>He told the press that anyone with evidence of fraud was free to come forward.<br />

<p>Jose Alberto Rueda-Abrego of the Twin Cities and the girl, whose name is being withheld, have been in a relationship said Crystal Police Lt. Dave Oyaas, the<a href="http://www.startribune.com/local/42418962.html"> Star Tribune</a> reports.</p>

<p>The girl's family reported he missing Wednesday and they believe the relationship was the reason two took off.</p>

<p>Police said the girl was last seen Tuesday morning with Reuda-Abrego in a borrowed truck, that was found unoccupied in Austin, Minn., Wednesday.</p>

        <![CDATA[<p>Three Winona High School Students have been charged with stealing over $1300 of cash and goods from gym lockers, the <a href="http://www.startribune.com/local/42479442.html">Star Tribune</a> reports.</p>

<p>The three members of the WSHS have not been arrested, but will appear in Olmsted county court April 20, to face charges of felony theft, felony receiving stolen property and petty misdemeanor damage to property, <a href="http://www.winonadailynews.com/articles/2009/04/04/news/00lead.txt">Winona Daily News</a> reports.</p>

<p>Police were called to John Marshall High School in Rochester when nine students reported missing items.</p>

<p>Authorities one student implicated the others after stolen items were found in his back pack.</p>]]>

<p>Members of the upper-class community of Broughton feared that having their houses appear on Google would tempt thieves and called police shortly after seeing the vehicle, <a href="http://www.cnn.com/2009/WORLD/europe/04/03/google.anger/index.html?eref=rss_world">CNN</a> reports.</p>

<p>Paul Jacops alerted neighbors and police after seeing the vehicle from his house.</p>

<p>"My immediate reaction was anger: How dare anyone take a photograph of my home without my consent?" Jacobs told CNN. "I ran outside to flag the car down and told the driver he was not only invading our privacy but also facilitating crime."</p>

<p>Police arrived to find a dispute between neighborhood residents and the Google contractor.</p>

<p>"They felt his presence was an intrusion of their privacy. When police arrived at the scene, the car had moved on," explained a spokeswoman for Thames Valley Police.</p>

<p>Google Street View is Google's effort to give 360-degree views of streets on three continents.</p>

<p>Google is confident that its Street View project is entirely legal.</p>

<p>A Google spokesman told UK Press Association that all the images in Google Street View abided by UK law.</p>

<p>"Embarking on new projects, we sometimes encounter unexpected challenges, and Street View has been no exception," the spokesman said.<br />

<p>Orthodox Jews in New York City said that the two groups share a similar-simple lifestyles based of the bible's teachings.</p>

<p>"It's reinforcing to the Amish community to see us Jews living the way the Bible says Jews are supposed to live, and have lived since the time of Moses and Abraham," said Yisroel Ber Kaplan, program director for the Chassidic Discovery Center in Brooklyn.</p>

<p>The orthodox Jews showed the Amish around the predominant-Jewish community of Crown Heights, where, similar to the Amish, residents limit travel and electricity use on the sabbath.</p>

<p>The similarities between the group was so prominent that some residents of Crown Heights even mistook the Amish for Jews. However their skin is a little more tan an rugged from working in the sun.</p>

<p>Although similarities were apparent, substance may have been lacking, according to John Lapp and his wife Priscilla.</p>

<p>"In some things we are alike, like our clothing and our traditional beliefs," Lapp said. Priscilla Lapp said, "And in some things we are not. The biggest thing is that Jesus is our savior."</p>]]>

        <![CDATA[<p>A design of two loons on a lake won the most votes for the potential redesign of the Minnesota Department of Natural Resources "critical habitat" license plate according to the results of a non-binding DNR poll, the<a href="http://www.startribune.com/sports/outdoors/41719342.html"> Star Tribune</a> reports.</p>

<p>The loon design beat out eight other possible design in the voting which began March 10, and ended Sunday,<a href="http://www.kttc.com/Global/story.asp?S=10047035&nav=menu1348_2_2"> KTTC</a> reports.</p>

<p>Four of the eight designs will be chosen by DNR Commissioner Mark Holsten and Department of Public Safety Commissioner Michael Campion to be sold along side the current deer and loon designs already being sold.</p>

<p>The decision will be announced Friday at the Minneapolis Auto Show, DNR's Lori Naumann said.</p>

<p>The plates are sold to motorist who give at least $30 a year to Reinvest in Minnesota, a program focused upon buying land and research for conservation research.</p>]]>
