Both girls refused, went home, and alerted their parents around 3:30 p.m. district spokesman Doug Johnson.

The man is currently in custody pending charges.

Several witness saw the man trying to lure the children into his school. One witness followed the man to read his license plate before calling the police.

The man was arrested shortly after by police on suspicion of attempted kidnapping.

The man claims he was merely trying to find directions home and had stopped to ask another man as well. No man has stepped forward as of this time, police said

The man has a criminal record including burglary and assault.

"The NHS is simply not set up to meet the potential demand for home births, because we are still in a culture where the vast majority of births are in hospital," Silverton said.
