        <![CDATA[<p>The Investigative Reporters and Editors posted a <a href="http://www.ire.org/extraextra/education/teaching-licensure-violations-ignored-in-minnesota">story</a> on their blog about an article that ran in the Minneapolis Star Tribune.  The article reported that Minnesota teachers had been violating licensing rules.</p>

<p>The blog post said that 900 teachers in Minnesota violated the rules in the past five years.</p>

<p>The reporter sites information from state records, which he or she must have obtained.  The reporter uses that information to back up the story, giving the amount of waivers and exceptions granted by the state Teaching Board.</p>

<p>To do this reporting, the reporter needed to know how to obtain the state records, which may have been available online.</p>]]>

<p>Trump is tied at 16 percent with former Arkansas governor Mike Huckabee, the <a href="http://www.huffingtonpost.com/2011/04/22/gop-primary-2012_n_852457.html">Huffington Post</a> reported.</p>

<p>The poll shows that Trump has less support from Democrats, though.  A Gallup employee said Trump leads because he is more well known, but expects the support for the TV mogul to die down, <a href="http://content.usatoday.com/communities/onpolitics/post/2011/04/donald-trump-presidential-race-gallup-poll-/1">USA Today</a> reported.</p>

<p>Trump said he will announce in June whether he will run for the GOP presidential nomination in 2012. </p>]]>

        <![CDATA[<p>Japanese officials will administer an evacuation order within 12 miles around the Fukushima Daiichi nuclear power plant damaged in the March 11 earthquake.</p>

<p>Almost all of the 78,000 residents who live in the 12 mile area around the plant evacuated after the quake, but some occasionally stop back to check on homes and retrieve belongings, the <a href="http://www.seattlepi.com/news/article/Japan-mulls-a-stricter-evacuation-zone-near-plant-1342826.php">Seattle Post Intelligencer</a> reported. </p>

<p>Officials will now close out the zone to protect people from what they consider to be dangerous radiation, <a href="http://edition.cnn.com/2011/WORLD/asiapcf/04/20/japan.nuclear.reactors/">CNN</a> reported.  </p>

<p>Evacuations are very difficult to enforce and usually vary between officers positioned at checkpoints leading into the area.</p>]]>

<p>The data from the phones would be used to collect a milage-based user fee from drivers, rather than charging a gas tax, <a href="http://www.northlandsnewscenter.com/news/green/A-Change-In-Minnesotas-Gas-Tax-120113904.html">Northland's News Center</a> reported.</p>

<p>This change in taxing would help create revenue for Mn/DOT in the future when the popularity of fuel efficient cars increases and gasoline use decreases.</p>]]>

<p>The Coast Guard pulled the conscious girl from the water and onto the shore and the San Francisco Fire Department took her to Marin General Hospital where she is recovering.</p>

<p>About 25 people die every year from jumping off of the Golden Gate Bridge, <a href="http://www.bbc.co.uk/news/world-south-asia-13121979">BBC News</a> reported.  </p>]]>

<p>Cran was taken to Washington County Jail after he illegally crossed the police barrier on the bridge and threatened a Minnesota Department of Transportation worker and his family, the St. Paul <a href="http://www.twincities.com/localnews/ci_17823216?nclick_check=1">Pioneer Press</a> reported.</p>

        <![CDATA[<p>Forces of Ivory Coast's elected president, Alassane Ouattara, captured Laurent Gbagbo on Monday, the former president who lost the November election but refused to step down.</p>

<p>French forces arrested Gbagbo and then handed him over to forces loyal to Ouattara, the <a href="http://online.wsj.com/article/SB10001424052748704662604576256663081919054.html?mod=googlenews_wsj">Wall Street Journal</a> reported.  </p>

<p>However, the French embassy in the Ivory Coast and Ouattara's representatives in New York said Ouattara's forces captured Gbagbo, <a href="http://www.voanews.com/english/news/africa/west/Fresh-Clashes-Erupt-in-Ivory-Coast-After-UN-French-Attacks-119588724.html">Voice of America News</a> reported.</p>

<p>Either way, Gdagbo was taken to the Golf Hotel.</p>

<p>Gdagbo lost the November elections but refused to step down because he said the votes were irregular.</p>]]>

<p>The chase began near downtown Minneapolis after the man pulled a gun on a taxi driver and stole the cab.  It ended on northbound Interstate 35E near Forest Lake, the Minneapolis <a href="http://www.startribune.com/local/119393689.html">Star Tribune</a> reported.  </p>

<p>The suspect ran over spike strips on the road and drove into the ditch.  He got out of the car holding a gun, and police shot him, the St. Paul P<a href="http://www.kare11.com/news/article/918243/391/Carjacking-suspect-fatally-shot-by-officers">ioneer Press</a> reported.</p>

<p>The involved police officers are on standard administrative leave.</p>]]>

<p>The St. Paul District of the U.S. Army Corps of engineers closed the Upper and Lower St. Anthony Falls locks and Lock 1 near Minnehaha Park, the St. Paul <a href="http://www.twincities.com/ci_17784754?nclick_check=1">Pioneer Press</a> reported.</p>
