While now in Japan, the social implications of this are interesting. Can't people figure this out just by observing the environment themselves though?

Yes, you are correct - the local people will have no need for the local data in the GPS navigation device, since they know the good/bad neighbourhoods very well. However, this new functionality of GPS devices may prove to be useful to out-of-town people, not familiar with the area :-)
