From Times of London London congestion charge zone slashed by Boris Johnson

Boris Johnson (BoJo) is eliminating the western extension of the congestion charge zone as of 2010, implemented in 2007, by former mayor Ken Livingston, but retaining the original core zone instituted in 2003.

Oh, good grief. While the Western extension was a questionable move, axing it costs *NEARLY AS MUCH AS INSTALLING IT IN THE FIRST PLACE*. So, pay the capital costs twice and get nothing for it!

Once it was in place, he should have left it at least long enough to see if it really created any problems.
