The collapse of the Interstate 35W bridge over the Mississippi River in Minneapolis on August 1, 2007, instantly transformed the Twin Cities' transportation network. Thousands of commuters were forced to revise their daily travel routes literally overnight, resulting in dramatic changes in traffic patterns around the busy downtown area. Recognizing that the tragedy afforded researchers a unique opportunity to study real-world responses to sudden network disruption, University of Minnesota researchers including associate professor and Richard P. Braun/CTS Chair in Transportation Engineering David Levinson and civil engineering assistant professor Henry Liu initiated a suite of research projects designed to capture and analyze data on travel behavior in the immediate aftermath of an unexpected large-scale disruption. Findings from these studies may help the Minnesota Department of Transportation (which sponsored the research) and other transportation agencies prepare for and respond to catastrophic network disruptions. Levinson and graduate student Shanjiang Zhu used a variety of data sources to understand the changes in traffic flows resulting from the collapse, including traveler surveys, GPS tracking of study participants' travel, and aggregate data on traffic volumes, traffic controls, and transit ridership. Data collection incorporated both the post-collapse period and, insofar as possible, the pre-collapse period.

The researchers found that an unexpected disruption produces an avoidance response among travelers whose routes are affected. Drivers initially avoid the area around the disruption site until the perceived risk of traveling through it is reduced with time. This response produces an oscillation in travel patterns, as traffic levels on links near the disruption drop precipitously and then rebound as travelers adjust to the altered topology of the travel network.

Comparing this phenomenon to the effects of preplanned disruptions such as the closure of bridges or highway segments for reconstruction, the researchers found that the impacts of such expected closures were much smaller. The researchers speculate that the psychological shock of a sudden collapse or other catastrophic event is much more powerful than that produced by a "normal" network disruption, and suggest that rapid implementation of an effective system of detours may be key to minimizing this effect.

Network redundancy--the availability of alternate routes, including other bridges across the Mississippi--was a critical factor in accommodating the excess traffic produced by the bridge collapse. Mn/DOT was able to detour traffic along alternate freeway routes including I-94/Minnesota Highway 280 soon after the collapse, mitigating some of the negative effects of the event. However, Levinson and Zhu note in their research report, if the I-94 bridge had collapsed instead, the asymmetrical nature of the road network in the area would have made the I-35W bridge route much less able to absorb excess traffic. This finding appears to have important implications for analyses of network robustness. The addition of a temporary fourth lane on the I-94 bridge also proved to be very important to maintaining effective traffic flow in the area.

Based on their analysis of travel demand data, Levinson and Zhu conclude that the new I-35W bridge (which opened one year after the collapse with greater capacity and faster average travel speeds than its predecessor) helped reduce travel costs most of the time, but that this benefit was fairly small--on the order of 0.2 to 0.3%. This finding is consistent with a preliminary study by Levinson and graduate student Feng Xie using planning models developed at the University of Minnesota. This agreement between the models and observed travel demand data, the researchers say, suggests that forecasting models incorporating elastic demand (varying in response to travel cost) can provide good first-order estimates of the impacts caused by network disruptions. "Quick-response" travel demand models could also be useful in developing mitigation plans for planned network disruptions.

Driven Apart

Joe Cortwright just released a very nice takedown of the TTI Urban Mobility Report (an essential, yet incomplete source of transportation data) Driven Apart. It is well worth reading. From the press release:

These conclusions are far different than those of the UMR, which has long been used to measure traffic congestion.

Abstract:


Route choice analysis investigates the path travelers follow to implement their travel plan. It is the most frequent, and thus arguably the most important decision travelers make on a daily basis. Long established efforts have been dedicated to a normative model of the route choice decision, while investigations of route choice from a descriptive perspective have been limited. Wardrop's first principle, or the shortest path assumption, is still widely used in route choice models. Most recent route choice models, following either the random utility maximization or rule-based paradigm, require explicit enumeration of feasible routes. The quality of model estimation and prediction is sensitive to the appropriateness of the consideration set. However, few empirical studies of revealed route characteristics have been reported in the literature. Moreover, factors beyond travel time, such as preferences for travel time reliability, inertia in changing routes, and travel experience that could also have significant impacts on route choice, have not been fully explored and incorporated in route choice modeling. The phenomenon that people use more than one route between the same origin and destination during a period of time is not addressed by conventional route choice models either.

To bridge these gaps, this dissertation systematically evaluates people's route choice behavior using data collected in the Minneapolis - St. Paul metropolitan area after the I-35W Bridge Collapse. Both aggregate traffic data and individual survey data show gaps between models based on shortest travel time assumption and traffic conditions observed in the field. This study then employs the individual GPS trajectory and GIS maps to systematically evaluate the characteristics of routes people actually use. Merits of route choice set generation algorithms widely used in practice are assessed. The phenomenon of route diversity is clearly revealed through analysis of field data. A route portfolio model is proposed to explain the rationale of choosing a portfolio of routes under uncertainty about network conditions. It is posited that a rule-based model,
comprehensively considering travelers' characteristics, additional network metrics, and previous travel experience will better replicate observed route choices than the tradi- tional assumption of simply minimizing travel time or travel cost. Findings from this dissertation could also inform other parts of travel demand modeling.

I don't think Google are the smartest guys in the room, after all they funded Schweeb as the best idea to "Drive innovation in public transportation". Unless their sole objective is attention-seeking, this is a miss. EDIT 9/30 PG asks me to elaborate: There are any number of critiques, quote James from the GigaOm post on the subject:
"This may be one of the silliest, most impractical ideas I've ever heard get funding. It can only have two stops, one at each end. It only goes as fast the slowest rider. And there's no way to return the cars without riders. And where do you put your stuff? How about this: build a bike path. All the advantages, probably 1/100th the cost and you get all the same political challenges!"
Also passing seems prohibited (though switches might enable that). This does not seem to help public transport at all, and is just the worst of PRT meets the worst of bicycle advocacy. It is a toy, and an amusement park ride, but not a serious attempt at solving a serious problem. To work, the network needs to be everywhere people want to go. We have a network that solves that problem, it is called the road network. Deploying a new network (with all the network economics issues of it isn't valuable until it is ubiquitous) will require enormous subsidy. If Google wants to put their money in great, I don't own their stock.

RC1.png When I am traveling from home to work (by foot), I encounter two alternative paths, as stylized in drawing on the right. In the first, I can go from Origin to A to Destination, or I can go from Origin to B to Destination. The distance and travel time on both routes is identical. I invariably choose A. On the return from my destination to the origin, I invariably choose B. Why? (And am I alone?) My hypothesis is that because most road networks around here, and thus navigation perceptions, are on some version of the Manhattan Grid rather than Euclidean plane, taking advantage of the diagonal is advantageous, and I would rather do that sooner than later because of some discounting factor (i.e. the diagonal now is worth more than the diagonal in some risky future. Going to A in the morning (and B in the afternoon) means I am somehow closer to work in the morning (and home in the afternoon)). It is possible that it is due to some street-crossing factor. (Going to A rather than B in the morning requires crossing the street sooner rather than later, in which case the discounting does make sense, since my crossing time is certain initially if I encounter a gap in traffic, while there is some possibility that crossing later will be difficult).

As my students know, I like metric, so I am saddened by this in the NY Times: Dropping Kilometers From Highway's Signs Divides Arizona

Distance along I-19 is measured in kilometers, just as it is in Mexico. That means highway markers advise that there are three kilometers until the next gas station, four until the next rest stop, seven until the next desert town.

But the distinctive signs' days may be, well, numbered.

The Arizona Department of Transportation says the 400 signs along the I-19's 100 kilometers are too old and need to be replaced. The new signs, officials say, would be like all the others in the state and would indicate distance in miles. Exit numbers would be reconfigured as well.


I have nothing against dual units (putting miles below km to help the British tourists out), but a full-scale conversion seems foolish and expensive, and why need exits be changed, km gives you the opportunity for more integer exit signs, while with miles, you might need an a, b, c suffix to the exit if there are a cluster of off-ramps.

'I'm Not Going to Be Interrogated As a Pre-Condition of Re-Entering My Own Country'

"Why were you in China?" asked the passport control officer, a woman with the appearance and disposition of a prison matron.

"None of your business," I said.

Her eyes widened in disbelief.

"Excuse me?" she asked.

"I'm not going to be interrogated as a pre-condition of re-entering my own country," I said.

This did not go over well. She asked a series of questions, such as how long I had been in China, whether I was there on personal business or commercial business, etc. I stood silently. She said that her questions were mandated by Congress and that I should complain to Congress instead of refusing to cooperate with her.

She asked me to take one of my small bags off her counter. I complied.

She picked up the phone and told someone I "was refusing to cooperate at all." This was incorrect. I had presented her with proof of citizenship (a U.S. passport) and had moved the bag when she asked. What I was refusing to do was answer her questions.

Hundreds of volunteers collect and upload roadkill data to the California Roadkill Observation System, a mapping Web site built by researchers at the University of California, Davis, to better understand where and why cars strike animals.

A UGA press release Study identifies critical "traffic engineer" of the nervous system

Athens, Ga. - A new University of Georgia study published in the journal Nature has identified a critical enzyme that keeps traffic flowing in the right direction in the nervous system, and the finding could eventually lead to new treatments for conditions such as Alzheimer's and Parkinson's disease.

"There was no medical or any other applied science drive for this project; it was purely curiosity about how transport inside cells works," said study co-author Jacek Gaertig, professor in the cellular biology department in the UGA Franklin College of Arts and Sciences. "But it looks like we have identified an important enzyme that acts in the nervous system."

He explained that cells contain a network of tubes known as microtubules that are made of protein and serve as tracks for the shuttling of materials from one part of the cell to another. The traffic signs on this microtubule network are chemical additions such as acetylation marks. Microtubules in parts of neurons in the brain that send signals, for example, are loaded with acetylation marks. Microtubules in parts of neurons that receive signals, on the other hand, have few.

Acetylation marks were discovered in 1983, and researchers recently determined their role in regulating the binding of the motor proteins that shuttle materials along microtubules. What has been unclear for more than 25 years, however, was the cellular process by which these acetylation marks are formed. In other words, which enzyme decides where the traffic signs go?

Through a series of studies using the microscopic protozoan Tetrahymena, the nematode C. elegans, zebrafish and human cancer cells, Gaertig and his colleagues revealed that an a protein known as MEC-17 is the traffic engineer in charge of microtubule acetylation.


MEC-17 acts as an enzyme to catalyze the acetylation reaction on microtubules, and is involved in the sensation of touch in the nematode. Its depletion in zebrafish, which are commonly used as a model organism to study basic processes, results in neuromuscular defects. Importantly, several research groups have previously reported that the levels of acetylation marks on microtubules are altered in human neurodegenerative diseases such as Huntington's, Parkinson's and Alzheimer's.


Gaertig said that with the enzyme identified and its mechanism of action known, it is now possible for drug manufacturers to search for compounds that block or enhance its activity.

NY Times says

Obama Calls for $50 Billion Public Works Plan : ""

It is not clear from the Times article whether this is truly additional spending, a temporary stopgap since the previous authorization has lapsed, or the first phase of the new transportation bill. It looks like smoke and mirrors to me since it lacks specifics. Reuters says it is to be part of the six-year reauthorization (but does not say if it will $50B/year (or $300B over six years), or whether it will decline in downstream years). The House is looking at (but probably won't get) $500B over six years. Also note $50B is for "to rebuild 150,000 miles of road, lay and maintain 4,000 miles of rail track, restore 150 miles of runways and advance a next-generation air-traffic control system." The first and last are certainly good things in general, but you don't get that many miles for $50B. It is not clear what the federal role in this rail track is, this amount of money (at best one-third of $50B) certainly won't lay anything close to 4,000 miles of high-speed rail track (and aren't the intercity freight RRs private?), will Amtrak get its own track? Is this for metropolitan commuter lines? Is this urban transit or inter-city? Closing loopholes on the oil and gas industry is rhetorically good, and may or may not be good policy. Raising the gas tax would be simpler, but has been ruled out. The big hedge word is "maintain", and they don't distinguish between laying and maintaining. An infrastructure bank is also a good idea, if the loans get paid back. If it is just another source for grants, it is again smoke and mirrors. I was hoping they would just get reauthorization done in the lame-duck session after the mid-term elections. This Reuters article is only slightly more informative than the New York Times.

Motorists travelling on 22nd Street in West Vancouver will be confronted with a 3D image of a little girl chasing a ball in the street starting next Tuesday. The girl will be an optical illusion, but the scenario is very real, according to David Dunne of the BCAA Traffic Safety Foundation. ‘We need to expect the unexpected because anything could happen, whether it is a 3D image on the road ... or whether it’s a live child or a dog running in front of the car, these are all things that we have to be able to control for in a vehicle,” Mr. Dunne said.
As my wife says sarcastically "Really, what could go wrong?" I will leave that answer as an exercise for the reader, but I will give one hint, risk compensation

Strib: Man killed by Northstar commuter train

A railroad worker was killed in Anoka County early Wednesday morning when he was hit by a Northstar commuter train.

It was the first fatality -- and first accident -- to occur on the train line, according to Metro Transit spokesman Bob Gibbons.

The train, which makes 10 trips a day between downtown Minneapolis and Big Lake, has been operating since November.

According to Gibbons, the unidentified man, a 54-year-old employee of the BNSF Railway Co. stepped into the path of the southbound train where it crosses Egret Boulevard between the line's stations in Coon Rapids and Fridley about 6:40 a.m.


According to broadcast reports, the man was talking on a cell phone while crossing the tracks and was hit by the train travelling at about 80 mph.

The engineer needed more than a quarter-mile to stop the train, Gibbons said.

It was unclear why the worker was on the track, in the vicinity of a BNSF rail maintenance car, Gibbons said.

BNSF provides crew members and dispatching for the Northstar line, which Metro Transit manages, Gibbons said.

As many as 60 freight trains use the line daily, in addition to five outbound and five inbound Northstar runs, he said.

The line was shut down after the accident, but is expected to resume service during the afternoon.

Gibbons said between 150 and 200 passengers were transferred to buses after the accident to resume their trip into Minneapolis.

Buses were also dispatched to stations along the line after train service was suspended.

About a year ago, I noted on Bus vs. LRT Crash Externality

The Strib reported:

"In the five years of the Hiawatha light-rail line, five people have died in crashes, with none of the deaths on a train."

while in Feb 2009, the Strib reported:

"The accident was the third pedestrian fatality involving a bus in the past nine years. Gibbons said the last such incident was in October 2006. Before that, the last one was in January 2000."

(also someone has scrubbed Wikipedia's Hiawatha LRT article to remove the Deaths section, however it is still in the history).

There is a safety problem with high speed rail transport which is not grade separated. (There is also of course a safety problem with cars). This safety problem is worse than the safety issues with buses. This needs to be seriously considered as a cost when planning and designing alternative transit modes.
