Although conventional space heaters are not green, halogen heaters are definitly. Check out the energy cost efficiency graphs here http://www.halogenheater.net

Possible spam warning. If you want to heat a room, electric (not gas) space heaters are 100% efficient. Any "waste" comes out as heat!
If you are staying in one place and just want to heat yourself, radiant heaters heat up surfaces (like your clothes) rather than heating the air. This gives more comfort for a given energy use.
