Humph Night this week will be held at Grumpy's, located at 1111 Washington Avenue South, just across 35W from Seven Corners and the West Bank. It'll be our last Humph Night of the year, and the weather's supposed to be FABULOUS, so I hope you'll show up and enjoy one last night out with Humphrey buddies before the summer starts! We'll meet up starting at 8pm, as always.
AND...CHECK YOUR JERNBERG MAILBOXES TODAY!! You will find your gift from the Spring Banquet--a photo and video CD full of fun! Remember all those "prom" photos we took that night? They're all on there, PLUS the video skits, yours to treasure forever.

This will be the last Connect 2 Community lunch event for the semester. PASA has had great success with this weekly event, so make sure to mark your calendars for Friday's starting next fall!
Join PASA representatives at noon and 1pm this Friday outside the Humphrey Institute (facing 19th ave.) to walk with fellow students, faculty and staff to a neighborhood restaurant. This is a great opportunity to connect with others at the Humphrey and experience the great restaurants of the Cedar-Riverside neighborhood.
This week, join PASA at Chai's Thai Restaurant. Located next to the Cedar Cultural Center, this gem has dishes that are typically under $9. The curry is a must-try! Arguably the best Thai restaurant in Minneapolis, don’t miss out on this opportunity to experience fine dining on a budget!
If you can't make the 12pm meeting time, a PASA representative will be out front again at 1pm to lead a second group to Chai's. If you can't find a PASA rep, or are running late, feel free to venture into the neighborhood on your own, as a PASA rep will be at the restaurant to greet you!

You read it in the title line and it's true...Humph Night this week will be right around the corner at the Nomad World Pub, located at 501 Cedar Avenue South, just south of Riverside. If the weather cooperates, we'll have outdoor seating, bocce ball, and a fireplace...what more could you ask for? If it doesn't, the Nomad still has a top-notch beer selection and no cover. Sweet!

This Saturday, Humphrey students and staff braved cold weather to help clean up the Cedar-Riverside neighborhood with youth participating in Global Youth Service day. Our very own PASA president, Graham Arntzen, led the way in beautifying our great neighborhood.

After the clean up crew marched to Currie Park, youth from the Brian Coyle Youth Center participated in a skit they created to illustrate issues of youth violence and community beautification in Cedar-Riverside.
CALLING ALL VOLUNTEERS!
The Bedlam Theater, located at 1502 S. 6th St. in the Cedar-Riverside neighborhood, has offered Humphrey Students a great deal! Bedlam is offering a $2 discount on tickets to their show Saturday, April 26th at 8pm.
The show is called "You're no Fun" and is about "A modern day hobo who comes back to town and finds that an ex girlfriend has written a musical about his life. This show asks the big questions: Why do we do theater? Don't we have anything better to do with our time? Who are we trying to impress with all this, anyways? Featuring glamorous back up singers, dinosaur performance art, star crossed lovers and a kick line of singing, dancing primitivists." (http://www.bedlamtheatre.org/)
So what's the catch?? You only get the discount if you participate from 10:30am-12pm in Global Youth Service day activities within the Cedar-Riverside neighborhood. Below are the details. Hope to see you Saturday morning!!
What: Cedar-Riverside neighborhood clean-up and peace march. When: Saturday April 26th, 2008. 10:30am-12pm. Where: March Begins at Dania Hall (3400 4th Ave. S., Minneapolis) Students will be leaving the Humphrey Atrium at 10:15am to walk over.
National & Global Youth Service Day is the largest annual service event in the world. As a part of National & Global Youth Service Day on April 26th, community members will be conducting a peace march and working to clean up the neighborhood along Cedar Avenue to 6th Street and then around the park. At the park, neighborhood youth will perform a skit on peace and neighborhood beautification. Afterward, there will be a community-wide celebration at the Green Central gym.
Join PASA and fellow Humphrey students Saturday morning in helping to beautify our neighborhood. If you have any questions or would like to RSVP for this event, please email me at culpi016@umn.edu. It would be great to have at least 20 students participating Saturday morning, if not more!!
This week, between 12pm and 2pm, have lunch at St. Martin's table, located at 2001 Riverside Ave. All of their menu selections are vegetarian and they intentionally have a simple menu to remind us of those around the world who have limited choices for their own daily menu. They use primarily organic ingredients and buy seasonal produce from local farmers whenever possible.
Join PASA in the Humphrey Atrium at noon and walk to St. Martin's Table and get to know fellow faculty, staff and students at the Humphrey. If you can't make the 12pm meeting time in the Atrium, a PASA representative will also be in the Atrium at 1pm to lead a second group to St. Martin's. You can also feel free to come over on your own, as a PASA representative will be at the restaurant waiting to greet you!

What: Coyle Peace March & WBCC Neighborhood Clean Up
When: Saturday, April 26th from 10:30 a.m. - 12:00 p.m
Where: We will meet on Cedar Avenue at the old Dania Hall site (vacant lot with pillar on the east side of the street between 4th and 5th street) and end at Currie Park, 420 15^th Ave. South, Minneapolis.
What will happen? We will march and pick up trash along Cedar Avenue to 6^th Street and then around Currie park. At Currie park the youth will perform a skit on peace and neighborhood beautification, and refreshments will be served. At the park, there will be information on ways to get more involved in the neighborhood, including joining a neighborhood block club!

Last Saturday, April 19th, students from the Humphrey Institute and the Environmental Law Society of the University of Minnesota Law School took part in a wonderful earth day work project. Hosted by the gracious people at Lake Maria State Park, we were treated to a breakfast of coffee, juice, fruit and doughnuts beside a roaring fire.
Once we got to work, we divided into two groups and set to the tasks at hand. One group planted native hardwood trees while the other eradicated the invasive Buckthorn from the understory of a 1.5 acre infestation. Our K-9 companion was set on helping too, personally eradication more than a dozen of the tenacious trees.
PASA will be sponsoring another Earth Day event right here in the Cedar Riverside Community this Saturday. I hope you can come! See Desiree or Matt for details.

So, to answer these requests, here it is: Humph Night this week will be at the CC Club, located right on the corner of Lyndale and 26th St. We'll meet there starting at 8pm, as usual. Thursday night specials at the CC Club include $7.50 Select Pitchers and $3 Select Pints...and don't forget their top-notch bar food!

Worker owned, this restaurant has the strongest cup of coffee in town, great vegetarian dishes, awesome bakery items, and is open until 4 a.m.! Join fellow students, staff and faculty from 12-2pm for the Hard Times daily special. After lab's on Friday, meet up with PASA members at 12 p.m. and 1 p.m. in the Atrium to walk over. Starting this Friday, PASA will be hosting a weekly community lunch to help students connect better with each other, faculty, staff and the community. After lab's on Friday, join fellow PASA members at noon in the Atrium to walk over to a new restaurant each week to enjoy lunch and relax!
This week, the Acadia Cafe, located on 329 Cedar Ave. S., is having it's grand opening. From 12-2 p.m., Humphrey students that present their U of M ID will receive $1 off an appetizer of their choice. This is a great opportunity to see what is available in the community and to connect with fellow members of the Humphrey community that you may not even know yet!

Congratulations to Friday nights winning basketball team! The Humphrey reclaimed its glory after triumphing on the basketball courts over the Brian Coyle Youth team. There was an amazing showing of talent on both teams, yet the Humphrey managed to stay on top of another close game.
Next month's match up will be: SOCCER! Yes, that's right! Perhaps you aren't a basketball all-star, but you have amazing moves on the soccer field? Interested? Keep your eyes on the blog for the date announcement. Either April 4th or 18th will be the next match up.

Professor Greta Friedemann-Sanchez of the Humphrey Institute will speak on:
Property and *Intra-Household Bargaining*

Property ownership is known to play a major role in providing
individuals with intrahousehold negotiation leverage. Professor
Friedemann-Sanchez's research in Colombia suggests that women are not
able to purchase as much property as men. Is caregiving - that is the
financial, emotional and unpaid work performed on behalf of relatives -
a component of intrahousehold bargaining? If so, does it influence
property acquisition? Building upon her research in Colombia and among
US service members returning from Iraq and Afghanistan with polytrauma
and other blast-related injuries, she presents the commonalities between
two ongoing studies on households of floriculture workers in Colombia
and on households of caregivers of polytrauma victims.

This Thursday, we're keeping it classy...at the best dive bar in Minneapolis! Join us for Humph Night at Liquor Lyle's (or just Lyle's, if you prefer) on Hennepin Avenue at Franklin Avenue, in the Lowry Hill East neighborhood. All drinks are 2-for-1 from 9-11pm, so stop in and enjoy a tap or two.
For those who are interested, there's also an exhibition at the Walker Art Center (just down the street from Lyle's and with FREE admission on Thursday nights) called "Worlds Away: New Suburban Landscapes." We'll meet at the Walker's front entrance at 7:30 pm, check out the exhibition, and head over en masse to Lyle's afterwards.

March is a busy month for everyone, especially CHANCE members working with the Cedar-Riverside community. CHANCE meetings are held twice a month, with the next operational meeting being held March 7th. Look for an email soon for the time and location of the next meeting if you are interested in attending. Everyone is welcome!
Some of the upcoming events in the community include:
Brian Coyle Youth Basketball Challenge: Come join fellow Humphrey students and faculty as they face-off against the youth of Cedar-Riverside at the Brian Coyle Youth Center from 6:30pm to 8:30pm on March 7th. The last game was a close one for the Humphrey students, but the youth dominated on the court. Can the Humphrey make a comeback? Every level of playing experience is welcomed to participate, but if you don't think you have the skills, watching the contest is just as fun! Students will be meeting at 6pm in the Humphrey Atrium to walk over and warm up before the event begins.
Brian Coyle Center Food Drive: During the month of March, the Brian Coyle Center is holding its annual food drive. Look for boxes to drop off non-perishable food items in the Jernberg lounge. Do a little spring cleaning in your kitchen! Items in need are: flour, sugar, rice, spaghetti, tuna, canned beans, and canned corn. Other non-perishable items are also welcomed. Monetary donations are also an optional way to help the center and can be dropped off with Evelyn at the Brian Coyle Center (420 15th Avenue South, Minneapolis). Participating in the food drive is a great way to help the community with only a small amount of effort.
Taste of Cedar-Riverside: Ever wondered what you should order at Tam Tam's or where you can get a great cup of coffee around campus? Join CHANCE members on March 27th in the Carlson Atrium from 11:30-2pm for a FREE tasting event of Cedar-Riverside restaurants. Restaurants will be bringing one to two popular dishes for variety of delicious tasting experiences for curious students. Stop by and see what you've been missing!
Edith Mussukeye-Kerre will be talking about developing international policies for shared-natural resources. Snacks from Tam Tam's will be provided. 9am-10am Freeman Commons on Friday, Feb. 29th.
Hello Fellow Humphrey Students,
Does everybody know that every two weeks there is a great lecture series happening right here at the humphrey? The Freeman Center for International Economic Policy and the Humphrey jointly sponsor these Global Policy workshops. These are a great way to put your finger on the pulse of international economic issues. I encourage you all to attend. They happen every other Tuesday from 12:45 to 2pm in the Stassen Room. As of now, snacks and drinks are provided, but with increased attendance, more goodies could be on the way.
Today's talk was given by Professor Thomas F. Cotter of the University of Minnesota Law School
His talk focused on TRIPs and Essential Medicines.
The TRIPs (Trade-Related Aspects of Intellectual Property Rights) Agreement requires adherence by all 151 member states of the World Trade Organization (WTO). But TRIPs has been controversial since its inception in 1995, in large part because of its obligation to extend patent protection to pharmaceuticals (or at least to do so over time). This obligation proved to be extremely unpopular in much of the developing world and produced a backlash reflected in the 2001 Doha Declaration endorsing greater flexibility.
Specifically, now developing countries have the right to issue "Compulsory Licensing" of medicines when the need arises. Professor Cotter showed that there has been only one use of compulsory licensing by a developing country (Rawanda used this power for AIDS medication).
The big question is, now that the TRIPs agreement is more favorable to developing countries than before, why don't
more countries take advantage of this provision? The answer, unfortunately, is a matter of power and politics. Countries who consider issuing compulsory licensing face pressure from big pharmaceutical companies to avoid this step. Sometimes these two parties work out an agreement, and sometimes the country is bullied into not exercising their right to obtain the medicine.
What can be learned from these experiences? To make an effective policy, it must be in the interest of all parties. That's a lesson I learned in John Bryson's Strategic Planning and Management class.

Every year, the Humphrey throws a spring banquet for students, faculty, staff, and anyone else from the university and surrounding community that would like to join us. In the past few years, the traditional skit portion of the banquet has been a compilation of filmed shorts created by Humphrey students and the magic of modern technology. This year, we decided to put these skits on YouTube as well, for the sake of posterity and so that former students and those who were unable to attend the banquet personally can see them.
A note to incoming students: if you watch these videos, I do not guarantee that you will find them funny. In fact, you probably won't. Since most of the gags are inside jokes relating to the Humphrey community or public policy in general, you may be at a loss. But I invite you to watch them anyway, and when you meet Prof. Bob Kudrle for the first time, you can ask him about his love for Zeppelin.
