Toddler Removed From "Putrid" Home

The parents of a 22-month-old child who was removed from a Maplewood home by police on Monday have been charged with child neglect, according to KNSI Radio.
Police were called by the landlord of the house because Clayton S. Johnson, the child's father was intoxicated and banging on the door, according to reports.
The officers said the smell of the home was so bad they had difficulty breathing. When they entered the house they found Johnson and the child's mother, Rebecca L. Koecher drunk and "wobbled on foot," according to police.
The house was full of rotting food, dirty laundry, and fecal matter, according to the Star Tribune.
The child was taken to Children's Hospital in St. Paul. Johnson and Koecher were taken to detox. They both have extensive criminal records, according to the Star Tribune.

Aren't their any other people in this childs life to notice something is amiss?? What is going on in society? Do we all have blinders on?
