I'm pretty sure that Axe has utilized almost every aspect they can of sex in relation to body wash. The above video is a prime example. Although they are all more or less some variation of this, pertaining to "The Axe Effect", this provides an interesting portrayal of the female. She is a mixture of "naughty and nice".. She has obvious sexual agency, but remains seemingly innocent at the same time. I watched multiple Axe commercials, and concluded that, essentially, "The Axe Effect" is something that attracts females to males and makes the females clothes fall off in some type of sexy, desirous way.

I kind of have the same idea of you. However, I have only seen several my male friends that use Axe. So, I am wondering that is the man that is attractive to the women or the women is attractive to the men in this commercial. As far as I am concerned, it is the man that attracts the women’s attention because he smells sexy, since it is the women who give her phone number to the man but not the man ask her phone number. Therefore, I think the main idea of this commercial is to show that a man would really attractive with Axe. This is only my opinion.
