        <![CDATA[<p>St. Paul police have arrested a substitute teacher at Community at Peace Academy for allegedly watching child porn on a computer and then showing it to students, reported <a href="http://www.kare11.com/news/news_article.aspx?storyid=531700&catid=2">Kare 11</a>. </p>]]>
        <![CDATA[<p>The 40-year-old was arrested on suspicion distributing pornography at this charter school, said police spokesman Peter Panos to the <a href="http://www.startribune.com/local/east/35927939.html?elr=KArks:DCiUnP::DE8c7PiUiD3aPc:_Yyc:aUU">Star Tribune</a>. </p>

<p>Students said they saw the substitute teacher viewing pornographic photos on a school computer last week, reported<a href="http://www.kare11.com/news/news_article.aspx?storyid=531700&catid=2"> Kare 11</a>. According to the <a href="http://www.startribune.com/local/east/35927939.html?elr=KArks:DCiUnP::DE8c7PiUiD3aPc:_Yyc:aUU">Star Tribune,</a> the students were 14 and 15 years old.</p>

<p>Police later searched the teacher's house for more sexually explicit material, reported <a href="http://www.kare11.com/news/news_article.aspx?storyid=531700&catid=2">Kare 11</a>. He was fired on Friday.</p>

<p>"The teacher in question had a clear background," said Tim McGowan, principal at Community at Peace Academy for grades 7-12, to the <a href="http://www.startribune.com/local/east/35927939.html?elr=KArks:DCiUnP::DE8c7PiUiD3aPc:_Yyc:aUU">Star Tribune.</a>  McGowan could not comment on any other details.</p>

<p>The teacher was booked into Ramsey County Jail Wednesday, reported <a href="http://www.kare11.com/news/news_article.aspx?storyid=531700&catid=2">Kare 11</a>, but has yet to be charged. </p>]]>

<p>The presentation ceremony will be Thursday at the official residence of Los Pinos, or The Pines, in Mexico City, reported <a href="http://www.jornada.unam.mx/ultimas/2008/12/10/recibira-esther-chavez-premio-nacional-de-dh-en-los-pinos">La Jornada.</a></p>

<p>According to <a href="http://www.zocalo.com.mx/seccion/articulo/otorgan-a-esther-chavez-premio-de-derechos-humanos/">ZÃ³calo Saltillo</a>, ChÃ¡vez has a 16-year trajectory of promoting the effective defense of human rights through the foundation AsociaciÃ³n Civil Casa Amiga Centro de Crisis.</p>

<p><a href="http://www.jornada.unam.mx/ultimas/2008/12/10/recibira-esther-chavez-premio-nacional-de-dh-en-los-pinos">La Jornada</a> reported that ChÃ¡vez took care, in an altruistic way, of many victims of sexual and domestic abuse, as well as their families.         <![CDATA[<p>Almost 200 workers had launched a peaceful demonstration Friday after the factory gave the employees a three days notice of the layoffs, reported <a href="http://www.cnn.com/2008/US/12/10/illinois.labor.protest/index.html">CNN</a>. Federal lay requires 60 days notice of 60 days of paid compensation. </p>

<p>Julie Westermann, a Bank of America spokeswoman, told the <a href="http://www.suntimes.com/news/metro/1325592,chicago-republic-window-and-door-sitin-121008.article">Sun Times</a> that the company had loaned $1.35 million. JPMorgan Chase & Co. added $400,000.</p>

<p><a href="http://www.cnn.com/2008/US/12/10/illinois.labor.protest/index.html">CNN</a> reported that workers had approved the deal at a meeting Wednesday night. The average worker will receive about $6,000 under the package. </p>

<p>According to the <a href="http://www.suntimes.com/news/metro/1325592,chicago-republic-window-and-door-sitin-121008.article">Sun Times</a>, each former Republic employee will get eight weeks salary, all accrued vacation pay and two months paid health care, which then equals closer to about $7,000 for each. </p>

<p>"This is about more than just money," Union official Carl Rosen said to <a href="http://www.cnn.com/2008/US/12/10/illinois.labor.protest/index.html">CNN</a>. "It's about what can be achieved when workers organize and stand up for justice."</p>]]>

<p>The city is asking videographers as well to create and submit to help people follow snow parking rules and avoid getting ticketed or plowed, reported the <a href="http://www.startribune.com/lifestyle/35491124.html?elr=KArks:DCiUnP::DE8c7PiUiD3aPc:_Yyc:aULPQL7PQLanchO7DiU">Star Tribune</a>. </p>

        <![CDATA[<p>A first grade boy who took a table knife to Pembroke Pines elementary school and threatened a six-year-old boy in order to receive $1 faces possible expulsion, as well as charges of armed robbery, officials told the <a href="http://www.nytimes.com/2008/12/04/us/04knife.html?ref=us">New York Times</a> Wednesday.</p>]]>
        <![CDATA[<p>This is one of several incidents that have been occurring recently in South Florida schools, reported the <a href="http://www.miamiherald.com/news/front-page/story/796910.html">Miami Herald</a>, including an 8-year-old who brought a gun to school at Broward County School and the shooting death of a sophomore at Dillard.</p>

<p>According to the <a href="http://www.nytimes.com/2008/12/04/us/04knife.html?ref=us">New York Times,</a> the seven-year-old approached the six-year-old boy in the restroom and took his dollar, authorities said. The six-year-old got a nosebleed during the robbery, but no other injuries were suffered. </p>

<p>The victim's mother reported the incident Monday, after the Thanksgiving break, and school administrators informed the police, reported the <a href="http://www.miamiherald.com/news/front-page/story/796910.html">Miami Herald.</a> Pembroke Pines then sent a letter home addressing the issue, while also encouraging parents to speak with their children about the current events and making sure their child is not doing anything that could cause harm to others.</p>

<p>The case will not be easy, however, reported the <a href="http://www.nytimes.com/2008/12/04/us/04knife.html?ref=us">New York Times</a>. </p>

<p>â€œThereâ€™s some difficulty in this case because you first have to determine if the child knew what he was doing,â€? a police spokesman, David Golt, said to the <a href="http://www.nytimes.com/2008/12/04/us/04knife.html?ref=us">New York Times.</a></p>

<p>Unless the prosecution can prove that the first grader is "legally competent," then he cannot be prosecuted, reported the <a href="http://www.miamiherald.com/news/front-page/story/796910.html">Miami Herald</a>.</p>

<p>According to the <a href="http://www.nytimes.com/2008/12/04/us/04knife.html?ref=us">New York Times,</a> if he is expelled from Pembroke Pines, the seven-year-old will be sent to an alternative school, an education facility that specializes in the education of children who have behavioral problems.</p>

        <![CDATA[<p>The U.S. government released Wednesday the first installment of a $400 million aid package to support Mexico's police and military in their war against the drug cartels, reported<a href="http://www.foxnews.com/story/0,2933,461446,00.html"> Fox News.</a> </p>]]>
        <![CDATA[<p>This money is a portion of the Merida Initiative, reported the <a href="http://news.bbc.co.uk/2/hi/americas/7764054.stm">BBC</a>, and it will assist Mexico's efforts in taking on the drug trade by equipping security forces and strengthening justice systems in Mexico, Central America and the Caribbean. </p>

<p>U.S. Ambassador Tony Garza released $197 million at a ceremony in Mexico City, and the rest of the money will be disbursed during the year, reported <a href="http://www.foxnews.com/story/0,2933,461446,00.html">Fox News</a>.</p>

<p>The money could not come at a more critical hour, reported <a href="http://www.foxnews.com/story/0,2933,461446,00.html">Fox News.</a> The death toll in Mexico due to drug-related violence is over 4,000, while murders and kidnappings are becoming more frequent over the border as well. </p>

<p>According to the <a href="http://news.bbc.co.uk/2/hi/americas/7764054.stm">BBC</a>, last weekend alone, there were 25 deaths in Tijuana, including nine bodies that were decapitated, which Mexican officials claiming that a lot of the violence is due to the gangs turning on each other. </p>

<p>The Merida Initiative will allow the U.S. and Mexico to work more closely, reported <a href="http://www.foxnews.com/story/0,2933,461446,00.html">Fox News</a>. </p>

<p>However, according to the <a href="http://news.bbc.co.uk/2/hi/americas/7764054.stm">BBC</a>, none of the $197 million released will be in the form of cash. U.S. legislators worried that the money would end up in the hands of corrupt officials. </p>

<p>President Felipe Calderon has long sought, and been promised, aid from the U.S. in fighting the drug war, reported the <a href="http://news.bbc.co.uk/2/hi/americas/7764054.stm">BBC</a>.</p>

<p>"It's time to work together to find the best practices that work across the hemisphere, and to tailor approaches to fit each country," Obama said, reported <a href="http://www.foxnews.com/story/0,2933,461446,00.html">Fox News</a>.</p>]]>

        <![CDATA[<p>Brandon Vaughn Clark, 21, pleaded guilty in Ramsey County District Court to first degree burglary, terrorist threats and unlawful possession of tear gay in the July 15 incident, reported the <a href="http://www.twincities.com/ci_11066010?IADID=Search-www.twincities.com-www.twincities.com">Pioneer Press.</a></p>

<p>According to the <a href="http://www.startribune.com/local/stpaul/35014924.html?elr=KArks:DCiUoaW_eEO7UiD3aPc:_Yyc:aUU">Star Tribune</a>, the criminal complaint stated that Clark kicked down the door of the child's mother's apartment and threatened the mother and a friend with a gun. Clark grabbed the child and ran, but the mother and friend were able to take her away from Clark.</p>

<p>Clark pepper-sprayed the mother's friend and hit the baby with the pepper spray, according to the <a href="http://www.twincities.com/ci_11066010?IADID=Search-www.twincities.com-www.twincities.com">Pioneer Press.</a> The child was not severely hurt, though, reported the <a href="http://www.startribune.com/local/stpaul/35014924.html?elr=KArks:DCiUoaW_eEO7UiD3aPc:_Yyc:aUU">Star Tribune.<br />

        <![CDATA[<p>Miami Dade Circuit Judge Cindy Lederman ruled there was no "rational basis" stopping gays from adopting children, reported <a href="http://www.usnews.com/articles/news/national/2008/11/25/judge-in-miami-rules-florida-ban-on-gay-adoption-unconstitutional.html">U.S. News and World Report</a>.</p>

<p>According to <a href="http://www.cnn.com/2008/US/11/25/florida.gay.adoption/index.html">CNN</a>, the state attorney general's office has already appealed the decision. </p>

<p>Florida is the only state that prohibits gays from adopting, reported <a href="http://www.usnews.com/articles/news/national/2008/11/25/judge-in-miami-rules-florida-ban-on-gay-adoption-unconstitutional.html">U.S. News and World Report</a>. Other states have de facto laws and conservative courts rarely rule to allow gay adoption, however.</p>

<p>Organizations like the National Adoption Center, the American Medical Association, the American Psychological Association and the American Academy of Pediatrics have said that allowing gays to adopt children does not negatively affect the children, reported <a href="http://www.cnn.com/2008/US/11/25/florida.gay.adoption/index.html">CNN</a>.</p>

        <![CDATA[<p>The vote was also propelled because of the recent increase of crimes against children, reported the <a href="http://www.miamiherald.com/news/americas/haiti/story/787698.html">Miami Herald</a>. </p>

<p>Jamaica has had a ban on the death penalty since 1988, reported the <a href="http://news.bbc.co.uk/2/hi/americas/7749207.stm">BBC</a>. However, the governing Jamaica Labour Party has been pushing for its return since last year.</p>

<p>Thirty-four members of the Parliament said yes, while 15 said no. Ten votes were absentee, reported the <a href="http://www.miamiherald.com/news/americas/haiti/story/787698.html">Miami Herald</a>.</p>

<p>Jamaica currently has nine men on death row, reported the <a href="http://news.bbc.co.uk/2/hi/americas/7749207.stm">BBC</a>. There have been 1,200 murders on the island so far this year. </p>

<p>Some fear sanctions from the EU, reported the <a href="http://news.bbc.co.uk/2/hi/americas/7749207.stm">BBC,</a> but if due process of law is carried out, they assure they have nothing to worry about.<br />

        <![CDATA[<p>The man, who frequented parking ramps, left himself vulnerable. Because many of these ramps are now equipped with video surveillance, police now have a description of the man, reported <a href="http://www.kare11.com/news/news_article.aspx?storyid=529892">Kare 11.</a></p>

<p>Video captured the man in a parking ramp at the Minneapolis Community and Technical College on Hennepin Avenue, reported <a href="http://www.kare11.com/news/news_article.aspx?storyid=529892">Kare 11.</a></p>

<p>The man, reported <a href="http://wcco.com/crime/parking.ramp.robber.2.867986.html">WCCO</a>, is a black man, 5-foot-8 with a medium-dark complexion. </p>

<p>According to <a href="http://wcco.com/crime/parking.ramp.robber.2.867986.html">WCCO</a>, the man has commited crimes in three other parking ramps--one in Laurel Village, one on 3rd and 2nd Avenue, and one on 1st and 2nd Avenue.</p>

<p>The suspect, police told <a href="http://www.kare11.com/news/news_article.aspx?storyid=529892">Kare 11</a>, has pistol whipped at least two victims.</p>

<p>"There are people like him out there that just not satisfied with taking property from people," said Lt. Mike Fossum with the Minneapolis Police Department to <a href="http://www.kare11.com/news/news_article.aspx?storyid=529892">Kare 11</a>. "Half the thrill for them, since they're cowards anyway, is to inflict punishment on the victims, humiliation, so we'd like to inflict a little bit ourselves by locking him up in prison."</p>

<p>It's a high priority to get this man off the street, reported <a href="http://wcco.com/crime/parking.ramp.robber.2.867986.html">WCCO</a>, especially because he has used a gun to harm his victims by hitting them. If he has a gun, police do not doubt he would eventually fire it if he needed to.<br />

        <![CDATA[<p>According to <ahref="http://www.jornada.unam.mx/ultimas/2008/11/18/decretan-arraigo-contra-director-de-asuntos-policiales-de-interpol/?searchterm=Interpol">La Jornada,</a> the sixteenth judge of the District of Federal Penal Processes in Mexico City put Ricardo GutiÃ©rrez Vargas under house arrest for 40 days. GutiÃ©rrez, the General Director of International Police Business and Interpol, is suspected to have provided reserved information to unauthorized individuals. </p>

<p>Three other Mexican officials at least, the <a href="http://news.bbc.co.uk/2/hi/americas/7736826.stm">BBC</a> reported, have been arrested this week in connection with â€œOperation Clean-Up.â€? </p>

<p>Almost 4,000 people have died in 2008 due to the war on drugs and drug-related violence, reported the <a href="http://news.bbc.co.uk/2/hi/americas/7736826.stm">BBC</a>.</p>

<p>According to <a href="http://www.jornada.unam.mx/ultimas/2008/11/18/decretan-arraigo-contra-director-de-asuntos-policiales-de-interpol/?searchterm=Interpol">La Jornada</a>, an official notice from the general office of the judge made it public that in the initial investigations for â€œOperaciÃ³n Limpieza,â€? attention arose and led to previous inquiry. </p>

<p>Operation Clean-up, reported the <a href="http://news.bbc.co.uk/2/hi/americas/7736826.stm">BBC</a>, is aimed at weeding out officials with alleged links to members of powerful drug cartels. </p>

        <![CDATA[<p>Stevens, who had been found guilty a week before the election of seven felonies for lying on financial disclosure forms about $250,000 of gifts and home renovations from the oilfield services company Veco, was down 3,724 votes, with approximately 2,500 still to be counted, reported <a href="http://www.cnn.com/2008/POLITICS/11/18/alaska.senate.race/index.html">CNN</a>. </p>

<p>According to the <a href="http://www.adn.com/senateelection/story/593747.html">Anchorage Daily News,</a> those final ballots will be counted Nov. 25.</p>

<p>Alaska elections Director Gail Fenumiai said officials hope to make a legitimate announcement during the week of Dec. 1, reported <a href="http://www.cnn.com/2008/POLITICS/11/18/alaska.senate.race/index.html">CNN</a>. Stevens would then have five days to demand a recount.</p>

<p>However, reported the <a href="http://www.adn.com/senateelection/story/593747.html">Anchorage Daily News,</a> since the state has moved to mostly machine counting, recent Alaska recounts have resulted in little change in the final tally.</p>

<p>Begich would be the first Democrat to represent Alaska in the U.S. Senate in nearly 30 years, reported the <a href="http://www.adn.com/senateelection/story/593747.html">Anchorage Daily News</a>, and his victory would put the Democrats one step closer to a filibuster-proof majority in the U.S. Senate. </p>

<p>"It's been an incredible journey getting to this point, and I appreciate the support and commitment of the thousands of Alaskans who have brought us to this day," he said in the written statement, reported <a href="http://www.cnn.com/2008/POLITICS/11/18/alaska.senate.race/index.html">CNN</a>.         <![CDATA[<p>According to the <a href="http://www.startribune.com/local/east/34344089.html?page=2&c=y">Star Tribune</a>, the girl allegedly cut the boy in the arm and chest with a small knife. He was immediately sent to Regions Hospital, and by the end of the school day, he had already been or was in the process of being released, school officials said.</p>

<p>The boy was not seriously hurt, reported the <a href="http://www.startribune.com/local/east/34344089.html?page=2&c=y">Star Tribune</a>, but the girl could face expulsion from Highland Park Junior High School.</p>

<p>According to the <a href="http://www.startribune.com/local/east/34344089.html?page=2&c=y">Star Tribune,</a> the case is being handled in juvenile court, and her name cannot be released because of her age. She remains in the Ramsey County Juvenile Detention Center.</p>

<p>The girl was immediately arrested and suspended from school, reported the <a href="http://www.twincities.com/ci_10985523?source=most_viewed">Pioneer Press</a>. A mandatory referral to the district for expulsion will be made.</p>]]>

<p>The <a href="http://www.nytimes.com/2008/06/24/washington/24general.html?_r=1&sq=four%20star%20general%20woman&st=cse&adxnnl=1&oref=slogin&scp=1&pagewanted=print&adxnnlx=1226726850-MNRCeHr8flgvbgb+ccSMsA">New York Times </a>reported that President George Bush had nominated Dunwoody on Monday to head the Army Material Command. This command is responsible for equipping, outfitting and arming the soldiers of the Army. </p>

<p>â€œThere is no one more surprised than I,â€? Dunwoody said at her promotion on Friday, reported <a href="http://www.cnn.com/2008/US/11/14/woman.4.star.general/index.html">CNN</a>. </p>

<p>She had planned on a two-year enlistment after leaving college, <a href="http://www.cnn.com/2008/US/11/14/woman.4.star.general/index.html">CNN</a> reported. Now, she will have 133,000 personnel under her command. </p>

<p>Women have not reached four-star rank because they are excluded by law from serving in combat roles, which usually have been the only way to receive such promotions, reported the <a href="http://www.nytimes.com/2008/06/24/washington/24general.html?_r=1&sq=four%20star%20general%20woman&st=cse&adxnnl=1&oref=slogin&scp=1&pagewanted=print&adxnnlx=1226726850-MNRCeHr8flgvbgb+ccSMsA">New York Times</a>. That exclusion continues to apply, but with Dunwoody the Army has chosen to cast aside its traditional limitations on promotion.</p>

        <![CDATA[<p>Mexican scientists have turned a booming export, tequila, into diamonds, yet the crystals are too small to be used in jewelry, reported <a href="http://www.abc.net.au/news/stories/2008/11/12/2417347.htm">ABC News</a> from Australia.</p>]]>
        <![CDATA[<p>Physicists, the <a href="http://news.bbc.co.uk/2/hi/americas/7725815.stm">BBC</a> reported, from the National Autonomous University of Mexico made the discovery and announced it Wednesday, saying these diamonds could have many industrial uses. </p>

<p>According to <a href="http://www.abc.net.au/news/stories/2008/11/12/2417347.htm">ABC News</a>, the diamonds could be used to detect radiation, coat cutting tools or act as a substitute for silicon in the computer chips of the future, said Miguel Apatiga, one of three researchers who made the discovery.</p>

<p>According to <a href="http://news.bbc.co.uk/2/hi/americas/7725815.stm">BBC</a>, who also spoke with Apatiga, the tequila was converted into a vapour by being put under a great amount of heat. The gas molecules break up into small particles, after which they increase the temperature even more to 800 degrees Celsius.</p>

<p>The end result, the <a href="http://news.bbc.co.uk/2/hi/americas/7725815.stm">BBC</a> reported, are carbon atoms that are deposited in the shape of a thin diamond film. </p>

<p>They began experimenting 13 years ago, <a href="http://www.abc.net.au/news/stories/2008/11/12/2417347.htm">ABC News</a> reported, with synthetic diamonds made by a technological process. Then they moved on to producing diamonds from liquids. </p>

<p>The <a href="http://news.bbc.co.uk/2/hi/americas/7725815.stm">BBC</a> reported that one advantage of making diamond film from tequila is that it is extremely cheap. Even the cheapest of tequila brands averaging $3 a bottle are good enough to make diamonds.</p>

<p>While these diamonds are too small to make jewelry, the scientists are investigating other applications for tequila diamonds, both sources reported. </p>
