Why not first cut health help to those not in need

An opinion piece in the Star Tribune asks why the state of Minnesota is only cutting medical assistance to low-income Minnesotans, "while leaving untouched the massive amount of aid the state provides to middle- and upper-income Minnesotans."

The aid the authors question is in the form of tax exemptions for health insurance premiums -- which they say is more than four times the projected savings for the low-income care cuts. The authors claim this proposal "has something for both liberals and conservatives."
