The purpose of this memorandum is to brief the Planning Agency Director on the shift-share method, a regional economic analysis technique. This memorandum explains the methodology of the shift-share method, summarizes its advantages and disadvantages, and compares the shift-share method to other analysis techniques. This memorandum will guide the director in deciding whether or not to commission a shift-share analysis for the metropolitan region to effectively target economic development funds.
