Abstract
This talk examines one of the most puzzling recent phenomena in the sociology of psychiatric diagnoses: why depression, considered to be a rare condition during the 1950s and 1960s, became the central condition treated and studied by the mental health professions. Conversely, anxiety -the emblematic condition of psychiatry in the 1950s and 1960s -declined in importance after this period. A variety of reasons, including the greater usefulness of depression for establishing the legitimacy of the psychiatric profession, the rise of biological psychiatry and associated theories of chemical imbalance, and the marketing needs of the pharmaceutical industry account for the replacement of anxiety by depression as the central diagnosis of the psychiatric profession since the 1970s. Each of these reasons is historically specific ‐a new configuration of political and economic interests in the twenty‐first century might well lead to the decline of depression and the reemergence of anxiety or some other condition as the signature mental health diagnosis.

Allan Horwitz (Ph.D., Yale, 1975), professor of sociology, is the co‐director of the Institute's NIMH postdoctoral program in mental health services and systems training research. He has studied the response of social networks to persons with serious mental illness and the role of family processes in treatment. He has been particularly concerned with the various informal help‐seeking mechanisms within families and friendship groups and with the labeling of mental illness. Most recently,Dr. Horwitz is studying how categorical mental illnesses have emerged as the dominant subject matter in the psychiatric profession since the 1980's. His book on this subject,Creating Mental Illness, was published by the University of Chicago Press in 2002. His mostrecent book,The Loss of Sadness: How Psychiatry is Transforming Normal Misery into Depressive Disorder(Oxford University Press) appeared in 2007. Another book,Diagnosis, Evidence, and Therapy: Conundrums in American Medicine, co‐authored with historian Gerald Grob, will be published by Rutgers University Press later this year. Dr. Horwitz is also Dean of Social and Behavioral Sciences in the School of Arts and Sciences at Rutgers.

Prof. Capron will discuss how biobanks -- repositories of human biological samples and associated information about the lives and health of the samples' sources -- have been established to assist in studies of particular diseases and, more broadly, of the effects of genes and the environment on human health and disease. Many involve collaboration across boundaries, including the gathering of samples in developing countries (sometimes from culturally isolated populations) by researchers from developed countries. He suggests that biobanks, therefore, raise many difficult normative issues:

From whom must permission be obtained to collect, store, and use samples?

Who should control the biobanks and the samples they hold?

On what terms should samples be made available for research?

How should the benefits of research be shared?

Although numerous ethical codes and guidelines have been promulgated about these issues, many remain controverted. Prof. Capron will also analyze the methodology and results of an international study of expert opinion on such issues and will offer his reflections on how we might think about these controversies.

The project has assessed 5 historical oversight models: for drugs, devices, gene transfer, genetically engineered organisms in the food supply, and chemicals in the workplace using a comparative approach, and developed recommendations for future nanobiotechnology oversight. The conference will assemble a multi-disciplinary group of investigators with strengths in nanotechnology research and development, public policy, law, health, environment, economics, and bioethics as well as collaborators representing a range of perspectives to present their findings to key leaders from related oversight agencies and the public.

The conference will include sessions providing background information in nanobiotechnology and existing oversight systems. The investigators will then present their recommendations and a panel of experts will provide input before opening up the discussion to the audience. Break-out sessions will focus on nanoethics, risk assessment, public engagement, and law and regulatory approaches.
