"Though Gardner concentrated

the opportunities and challenges of biofuels are global and policy in the U.S. has
ramifications well beyond its borders. U.S. blend mandates, for instance, have
been blamed for destruction of tropical forest in Brazil, where ethanol production
from sugar cane is sufficiently cheaper than U.S. corn-ethanol to overcome a
$0.54 import tariff."
