Build a cat toy!
Buy a helium filled balloon with a long ribbon. Take a small piece of play dough and tie it to the end of the ribbon about two feet from the ground. Take off just enough play dough so that the balloon is able to raise up into the ceiling. The cat will try to get the play dough which will keep bouncing around and rising back from under the cat's paws.
