The Emerging Leadership Program (ELP) exists to sustain and create a network of community leaders in northwest and west central Minnesota focusing on agriculture and natural resource issues. The goal of the ELP is to provide opportunities for individuals to develop their leadership potential and a structure to bring together leaders of the region to address rural issues.
