Cell phone noise incident

Problem: Patron stopped at reference desk to complain that people on the 2nd floor were talking loudly on cell phones, disturbing others who were trying to study. No guard on duty, so I went up the second floor. Walked through entire floor without seeing or hearing anyone using a cell phone at all.
